POSITION: VICE CHANCELLOR

Peoples University of Medical and Health Sciences for Women (PUMHSW)

The Government of Sindh invites applications from renowned academicians, distinguished medical professionals, and dynamic leaders with proven academic, administrative, and financial leadership experience for the position of Vice Chancellor, Peoples University of Medical and Health Sciences for Women (PUMHSW).

Eligibility Criteria

The Vice Chancellor shall be appointed by the Chief Minister on the recommendations of the Search Committee in accordance with the Search Committee Act, 2022 (Sindh Act No. II of 2022). The appointment will be for four years, extendable for one additional term of four years based on performance.

A candidate must meet one of the following eligibility categories:

Category A: Academic / Medical Professional

• An eminent academician and distinguished medical professional.

• Eligible to be appointed as Full Professor under HEC (Medical Sciences) criteria.

• Possession of a postgraduate fellowship or a PhD in the medical field, or an equivalent qualification from an HEC/PMDC-recognized institution.

• Minimum 20 years of professional experience, including at least 10 years of administrative, academic, and financial leadership in the role of:

  • Vice Chancellor

  • Rector / Pro-Rector

  • President

  • Pro Vice Chancellor

  • Dean

  • Chairman

  • Principal

  • Registrar

  • Or equivalent positions

• Experience may be from a university, degree-awarding institute, college, public-sector organization (BPS-17 & above), or reputable national/international private entity.

Category B: Senior Civil Service Officer

• A cadre officer (PAS, Ex-PCS, PSS, PMS) of BPS-21 or above.

• Must hold an MBBS degree and a Master’s degree in any discipline from an HEC-recognized institution.

Category C: Academia / Research / Civil Society Leadership

• Master’s degree (preferably PhD) in a relevant field.

• Minimum 15 years of experience in academia, civil society, intelligentsia, research, or management leadership roles.

• Distinguished research contributions with at least 10 publications in HEC-recognized journals.

Additional Requirements

• Candidate must not exceed 62 years of age on the last date of application submission.

• A cadre officer selected under Category B must resign or retire from civil service upon appointment as Vice Chancellor.

Key Responsibilities of the Vice Chancellor

• Promote and strengthen quality education across the university.

• Lead, supervise, and enhance research and development projects.

• Establish national and international academic and industrial linkages.

• Develop and implement a sustainable business model for institutional growth.

• Oversee data-driven research, including industrial data analysis for policy formulation.

The ideal candidate must demonstrate:

• Strong analytical and critical thinking abilities.

• Exceptional written, verbal, and presentation skills.

• Ability to differentiate, collect, and analyze qualitative and quantitative data.

• Solid understanding of financial matters, budgeting, and institutional resource management.
