Request for Expression of Interest (EOI) for Individual Consultants

The Government of Pakistan has received a loan from the Asian Development Bank (ADB) under Loan No. 3837-PK for the Social Protection Development Project (Additional Financing). BISP intends to utilize part of this loan to hire individual consultants for its Policy Research Unit (PRU) to develop and implement evidence-based policies and programs for social protection and poverty reduction.

BISP now seeks Expression of Interest (EOI) from qualified and experienced national individuals legally authorized to work in Pakistan. Interested candidates are required to submit CVs and relevant information demonstrating their qualifications and eligibility for the assignment. Shortlisting criteria are provided below.


Available Positions

1. Team Lead – Policy Research & Governance Expert

  • Number of Positions: 1

  • Qualification: PhD or equivalent advanced university degree in Economics, Public Policy, or Social Sciences; preferably with exposure to social policy governance and international organizations.

  • Experience: Minimum 15 years of post-qualification experience, with at least 5 years leading research work.

  • Maximum Age: 50 years

Responsibilities:

  • Lead strategic development and execution of PRU annual work plans, aligned with BISP’s vision and policy priorities under the guidance of the BISP Board Research Committee.

  • Design and implement a forward-looking research strategy to guide BISP programming and innovations in social protection.

  • Develop policy recommendations for ongoing or new initiatives, including empowerment and poverty graduation programs.

  • Review and propose refinements to the design and implementation frameworks of BISP’s core interventions (e.g., NSER, UCT, CCT, complementary programs), emphasizing operational efficiency, social accountability, and fiscal sustainability.

  • Foster collaboration with internal departments, federal and provincial governments, civil society, and development partners to ensure coherence and buy-in.


2. Social Sector Economist & Financial Forecasting Modelling Expert

  • Number of Positions: 1

  • Qualification: PhD or advanced university degree in Economics, Economic Modelling, Macroeconomics, Econometrics, Development Economics, Applied Statistics, or related field.

  • Experience: Minimum 10 years of post-qualification work experience with demonstrated expertise in developing financial models and forecasts for cost-effective interventions.

  • Maximum Age: 45 years

Responsibilities:

  • Assist the PRU Team Lead in preparing research statements, annual work plans, and periodic reports.

  • Conduct fiscal space analysis, financial needs assessments, and cost-effectiveness evaluations (independently or in collaboration with outsourced personnel).

  • Develop evidence-based program recommendations to ensure financial feasibility, sustainability, and viability of BISP programs.

  • Undertake economic analysis of ongoing and proposed interventions.

  • Liaise with government partners at federal and provincial levels, as well as development partners.

  • Review global and national best practices to recommend improvements and financially viable future interventions.
