Individual Consultancy Services under CRISP Program


Overview:

The Benazir Income Support Programme (BISP), Government of Pakistan, has secured funding from the World Bank for the Crisis Resilient Social Protection (CRISP) Program. Part of the financing will be used to hire individual consultants for the positions listed below.


Open Positions and Requirements:

1. NSER Coordinator (01 Position)

  • Qualification:

    • Minimum 16 years of education in Computer Science, Management Sciences, or a relevant field from an HEC-recognized university.

  • Experience:

    • At least 7 years in a similar domain.

    • Expertise in statistics, data sciences, and data management.

    • Strong analytical and report writing skills.

    • Experience with large-scale government projects and international development partners preferred.


2. Procurement Associate (01 Position)

  • Qualification:

    • Bachelor's degree in Procurement, Supply Chain Management, Business Administration, Commerce, Finance, or a related field.

  • Experience:

    • 4–5 years in procurement, preferably in development organizations or donor-funded projects.

    • Knowledge of World Bank/ADB/UN procurement guidelines.

    • Desirable: Professional certification (e.g., CIPS, CPSM).

    • Strong communication, negotiation, and software skills.


3. Financial Information Systems Engineer (FISE) (01 Position)

  • Qualification:

    • Bachelor’s/Master’s in Computer Science, IT, Software Engineering, Financial Information Systems, or a related field.

    • Preferred Certifications:
      a) CISA
      b) IPSAS/IAS
      c) Microsoft Certified (Azure Developer/Data Engineer/.NET)

  • Experience:

    • Minimum 5 years in system development for financial and ERP systems.

    • Preferably certified in PMP, PRINCE2, or Agile.

    • Skills in .NET, SQL Server/Oracle, APIs, and middleware.


4. Android Developer (01 Position)

  • Qualification:

    • At least 16 years of education in Computer Science/IT from an HEC-recognized university.

  • Experience:

    • Minimum 8 years in full development life cycle.

    • Skilled in version control systems (Git, SVN, TFS).

    • Knowledge of third-party libraries, APIs, Geo Fencing, GIS.

    • Must be able to develop backend APIs and databases.


5. Software Developer (01 Position)

  • Qualification:

    • 16 years of education in Computer Science or equivalent.

    • Preference for graduates from top-ranking HEC-approved universities.

  • Experience:

    • Minimum 3 years in software/system development.

    • Experience in .NET, VC, Java, C++, WPF, and Android.

    • Preferred: ArcGIS and enterprise-level project development.


6. WAN Specialist (01 Position)

  • Qualification:

    • Minimum 16 years of education in Computer Science/IT or a related field.

  • Experience:

    • 6–8 years in networking (LAN/WAN, VPN, etc.).

    • 12+ years overall in IT field.

    • Skilled in wireless communications, routing/switching, PKI infrastructure, and security protocols.

    Consultant selection will follow World Bank’s Procurement Regulations (Section VII, paras 7.36 & 7.37).

    • Remuneration is negotiable and based on qualifications and experience.

    • World Bank conflict of interest rules apply (see paras 3.14, 3.16, 3.17 of WB Procurement Regulations).
