Public Procurement Regulatory Authority (PPRA), Islamabad—constituted under the Public Procurement Regulatory Authority Ordinance, 2002—invites applications from self-motivated specialists and experts on open merit basis for the following positions. Appointments will be made purely on contract basis with market-based competitive lump sum remuneration, initially for two (02) years, extendable subject to satisfactory performance.

Lead system development, rollout, and security compliance for e-procurement (EPADS), including e-submission and e-evaluation
Ensure compliance with PPRA regulatory framework and security standards
Lead IT and e-procurement teams and supervise EPADS and e-Office systems
Develop and manage IT policies, standards, and strategies
Oversee cloud infrastructure, system administration, and cyber security
Ensure system security certifications from relevant bodies
Perform any other task assigned by management
Minimum 16 years of education (Master’s or higher) in Computer Science, Information Systems, IT, Business IT, or Software Engineering from an HEC-recognized high-ranked university (local or foreign)
Minimum 15 years of relevant IT experience, including at least 5 years in a leadership role
Experience in large-scale IT systems / e-governance programs
ERP proficiency will be an added advantage
International certifications will be preferred

Monitor and evaluate procurement processes against PPRA standards
Assess performance of procuring agencies using EPADS and other data
Identify gaps and recommend improvements in procurement policies and EPADS
Conduct analytical work and contribute to annual reports
Provide advisory and technical support to procuring agencies
Master’s (or higher) degree in Social Sciences, Business Administration, Economics, or Financial Management
Minimum 10 years of relevant experience in public/development sector
Preference for candidates with international certifications in data analysis, database management, qualitative and quantitative research

Identify training and professional development needs of PPRA, procuring agencies, and bidders
Develop competency frameworks, certifications, and accreditation systems
Organize and manage training sessions
Develop manuals, guidelines, templates, and tools for procurement laws and EPADS
Coordinate with local and international organizations
Master’s (or higher) degree in HRM/HRD or related discipline
Minimum 5 years of experience in training and capacity building (preferably public sector)
International certifications preferred

Minimum 5 years of relevant experience, preferably in public or development sector
International certifications preferred

Support harmonization of procurement systems (rules, regulations, SBDs, manuals, codes of ethics)

Analyze international best practices in public procurement and EGP
Master’s (or higher) degree in Public Policy, Public Administration, Supply Chain Management, Corporate Law, IR, or related discipline
Minimum 5 years of relevant experience, preferably in public sector
International certifications preferred
Computer literacy is mandatory for all positions.
