Subject: Hiring of Project Incremental Staff for Project Coordination Unit (PCU)

Applications are invited from qualified and experienced individuals for the recruitment of Project Incremental Staff on a contract basis for an initial period of one (1) year (extendable based on satisfactory performance) under the DREAMS-I Project.

1. Project Coordination Unit (Lahore)

Position: Municipal Financial Management Expert

• Number of Posts: 01

• Maximum Age: 50 years

• Qualifications:

  • Graduate or preferably postgraduate degree in Finance, CA, MBA, or a related field.

• Experience:

  • Minimum 5 years of general experience.

  • At least 2–3 years of relevant work experience in Urban Sector Development, particularly in Municipal Finance.

  • Experience in public sector projects, especially related to climate resilience.

  • Strong technical understanding of Local Rules, Laws, Policies, and Acts in the urban municipal sector.

2. City Implementation Team (Bahawalpur)

Position: Manager Community Engagement

• Number of Posts: 01

• Maximum Age: 55 years

• Qualifications:

  • Graduate or preferably postgraduate degree in Mass Communications, Journalism, Business Administration, or a relevant discipline.

• Experience:

  • Minimum 8 years of relevant work experience in communication, marketing, outreach, and advocacy.

  • Preferably 5 years in similar projects involving local governments, urban development reforms, or solid waste management.

  • Experience with international donor organizations is desirable.

  • Strong understanding of communication laws, media policies, and advocacy strategies.

  • Excellent written and verbal communication and interpersonal skills.

3. City Implementation Team (Bahawalpur)

Position: Assistant Manager Finance & Accounts

• Number of Posts: 01

• Maximum Age: 50 years

• Qualifications:

  • Minimum 16 years of education in Business Administration, Finance, Commerce, or equivalent from an HEC-recognized university.

• Experience:

  • Minimum 4 years of post-qualification relevant experience in public/private sector.

  • Strong administrative, negotiation, and analytical skills.

  • In-depth knowledge of local government laws and policies.

Position: Assistant Manager Collection & Recovery

• Number of Posts: 01

• Maximum Age: 50 years

• Qualifications:

  • Bachelor’s degree in Business, Finance, Economics, or a related field.

• Experience:

  • At least 4 years in revenue generation, business development, or financial management.

  • Proficiency in Microsoft Office (especially Excel).

  • Excellent analytical, communication, and interpersonal skills.

  • Sound knowledge of financial regulations and guidelines.

  • Ability to work independently and as a team member.

• Salaries will be market-based as approved in the PC-I of the program.
