Ministry of Overseas Pakistanis and Human Resource Development:
The Ministry of Overseas Pakistanis and Human Resource Development was established by the merger of two departments. It was established in 2012. The Ministry has its rules and regulations formulated according the law of 1973. Its functions are to look after the welfare and benefits of Pakistanis living abroad, introduce policies for the promotion of employment of Pakistani in countries abroad and to ensure the labor laws of Pakistan and international labor laws have been delivered and implemented for the ease of Pakistani labors in foreign countries. It works with collaboration of federal government and looks after the dependents of overseas Pakistanis as well.
The Ministry of Overseas Pakistanis and Human Resource Development is further governing its sub- departments such as: Overseas Pakistanis Foundation (OPF), Overseas Employment Corporation (OEC), Employees Old-Age Benefits Institution (EOBI), Workers Welfare Fund (WWF), National Industrial Relations Commissions Islamabad (NIRC), Bureau of Emigration & Overseas Employment (BE&OE) and Directorate of Workers Education. It basically a joint venture of two federal governmental departments Ministry of Human Resource Development and Ministry of Overseas Pakistanis. Syed Zulifqar Abbas Bukhari is the current advisor to Prime Minister regarding matters relating to overseas Pakistanis. The Ministry has to ensure that the Pakistanis living abroad are provided with deserving rights of law, health and education. The Ministry is also responsible for certification of private Overseas Employment Promoters in Pakistan.
