Position Overview

The Integrated Communications Expert will be responsible for leading and managing integrated communication strategies across multiple platforms to ensure consistent, coherent, and strategic messaging. The role will support the Director General in communication campaigns, media engagement, stakeholder outreach, and reputation management through insight-driven communication planning.

Key Responsibilities

  • Lead integrated communications across all platforms to ensure message consistency and strategic alignment.

  • Support the Director General in the design and execution of communication campaigns and public messaging.

  • Manage media engagement, stakeholder outreach, and public information dissemination.

  • Monitor public perception, media trends, and stakeholder feedback to strengthen organizational reputation.

  • Use data, insights, and analytics to enhance communication impact and effectiveness.

Position 2: Consultant – Telecom MVNO Feasibility Study

Client

A reputable Islamabad-based Telecom Entity

Assignment Overview

The client seeks a qualified local consultant (individual or firm) to conduct a comprehensive feasibility study for the strategic development and launch of Mobile Virtual Network Operator (MVNO) services in Pakistan, ensuring compliance with the PTA MVNO Policy Framework (January 2026).

Scope of Work

The consultant will be responsible for:

  • Supporting internal investment approval processes and identifying potential equity partners.

  • Preparing and formulating the formal MVNO license application for submission to the Pakistan Telecommunication Authority (PTA).

  • Assessing the feasibility of partnerships with international MVNO operators or MVNEs.

  • Developing a strategic roadmap for commercial negotiations with local Mobile Network Operators (MNOs) such as Jazz, Zong, and Ufone.

Eligibility Criteria

  • Bachelor’s or Master’s degree in Telecommunications, Engineering, or Business Administration.

  • 10–12 years of professional experience in Pakistan’s telecom sector.

  • Strong expertise in PTA regulatory frameworks, wholesale telecom arrangements, and MNO negotiations.

  • Prior exposure to international MVNO/MVNE environments will be an added advantage.

  • Excellent communication skills and a strong professional network within the telecom industry.

Other Assignment Details

  • Duty Station: Islamabad (with travel as required)
