Hiring of Individual Consultants

The Primary & Secondary Healthcare Department, Government of the Punjab, invites applications from qualified and experienced individuals for the following positions under the World Bank-funded program titled "National Health Support Program (NHSP)". Positions are offered on a contract basis as Individual Consultants.

Position 1: Procurement Specialist

Grade: PPS-09
No. of Positions: 01

Required Qualification:

  • Minimum 16 years of education: Master’s degree in Procurement, Supply Chain, Logistics, Economics, Engineering, or Business Administration.

  • Preference for graduates from top 10 HEC-ranked universities in Business Education.

Required Experience:

  • Minimum 08 years of verifiable experience in procurement of goods, works, and consulting services.

  • Hands-on experience in:

    • Technical evaluation of bids.

    • Contract award and management.

    • Working with government and donor-funded projects.

  • Strong knowledge of:

    • International/national/subnational procurement rules.

    • Project management will be an added advantage.

Preferred Certifications (Optional but Valuable):

  • MCIPS (UK)

  • CPSM (USA)

  • CSCP (APICS/ASCM)

  • PMP (Project Management Professional)

Position 2: Financial Management Specialist

Grade: PPS-10
No. of Positions: 01

Required Qualification:

  • Recognized professional accounting qualification (ACA, ACMA, ACCA, CPA)
    OR

  • Master’s degree in Finance, Accounting, MBA (Finance/Banking), M.Com, MS Finance

Required Experience:

  • Minimum 08 years of relevant post-qualification experience.

  • Working knowledge of:

    • Public Sector Accounting

    • Financial modelling

    • Public Financial Management (PFM) cycle

    • Regulatory frameworks and grievance redressal systems

Additional Preference:

  • Articles completed from a registered audit firm.

  • Experience in:

    • Financial reporting based on International Public Sector Accounting Standards (IPSAS)

    • Government institutions.

  • Candidates may also apply through transfer from federal/provincial government services with at least 07 years of experience in Financial Management, Audit, and Accounts.
