Head of Investment Climate Reform Unit (ICRU) - Career Opportunity

Core Mandate & Strategic Objectives
The Head of ICRU will be the chief architect of national investment climate enhancement. This involves a multi-faceted approach to policy reform, stakeholder engagement, and institutional capacity building. The primary objective is to transition towards a business ecosystem characterized by efficiency, fairness, and robust investor confidence.
Key Strategic Pillars:
- Policy Diagnostics & Reform Advocacy:Conduct in-depth analyses of existing regulatory frameworks to identify bottlenecks and inefficiencies. Develop evidence-based policy recommendations and champion their adoption through high-level governmental and parliamentary channels.
- Investor Facilitation & Aftercare:Establish and oversee a world-class investor services mechanism to guide enterprises through establishment, operation, and expansion phases. Proactively address investor challenges to ensure retention and promote positive advocacy.
- Digital Transformation of Regulatory Processes:Drive the automation and digitization of key business processes, including licenses, permits, and tax filings, to significantly reduce time and cost burdens for enterprises.
- Public-Private Dialogue Orchestration:Create and manage structured platforms for continuous dialogue between government entities, private sector associations, civil society, and academia to ensure reforms are practical and address real-world constraints.
- Monitoring, Evaluation & Learning (MEL):Implement a robust framework to track the impact of reforms on key metrics such as new business registrations, investment inflows, and ease of doing business rankings. Use data insights to iteratively refine strategies.
Candidate Profile: Qualifications & Experience
We seek an exceptional individual with a proven track record in economic policy, public administration, or strategic management within complex environments.
Essential Requirements:
- Advanced Academic Credentials:A Master’s degree or PhD in Economics, Public Policy, Business Administration, Law, or a directly related field from a recognized institution.
- Substantive Leadership Experience:Minimum of 12-15 years of progressive experience, with at least 7 years in a senior leadership role managing teams and large-scale programs related to economic reform, private sector development, or investment promotion.
- Demonstrated Reform Impact:A tangible portfolio of successfully designed and implemented policy or regulatory reforms that led to measurable improvements in the business environment.
- Stakeholder Management Mastery:Exemplary skills in navigating and influencing senior government officials, multilateral agencies, donor partners, and business leaders.
- Strategic Vision & Analytical Rigor:Ability to formulate long-term strategy coupled with strong quantitative and qualitative analytical capabilities to support decision-making.
Highly Desirable Attributes:
- International work experience with development finance institutions (e.g., World Bank, IFC), UN agencies, or renowned economic think tanks.
- Expertise in specific reform areas such as commercial dispute resolution, contract enforcement, competition policy, or trade facilitation.
- Proficiency in data analytics software and a strong understanding of digital government solutions.
- Exceptional communication skills, with the ability to articulate complex reform agendas to diverse audiences.
