The Government of Balochistan (GOB) has received financing from the International Bank for Reconstruction and Development (IBRD) / International Development Association (IDA) collectively known as the "World Bank" and Multi Donors Trust Fund for implementation of the Balochistan Livelihood and Entrepreneurship Project (BLEP) —(P159292), to create employment opportunities for rural communities and achieve sustainability of enterprises in Selected Districts of Balochistan. "Selected Districts" means the Districts of Killa Abdullah, Killa Saifullah, Chagai, Nushki, Zhob, Sherani, Pishin and Mastung and/or any other refugee hosting districts agreed from time to time among the Recipient, the Project Implementing Entity and the Association. It intends to apply part of the proceeds of this loan & grant to payments for following "Individual Consultant's Services" to be engaged under this project.Balochistan Livelihoods and Entrepreneurship Project (BLEP) now invites eligible individuals to indicate their interest in providing the services. Interested candidates must provide detailed CVs indicating that they are qualified to perform the services. 1. Financial Management

Qualification:
  • CA/ACCA/ICMA/ICAEW/CPA or Master's degree in Finance (minimum sixteen years of education).
  • IT, Computer and report writing skills are also desired and prior work
    experience with World Bank or other donors is an added advantage Experience:
  • At least 8 years of experience in financial management.
  • Written and oral fluency in English
2. Procurement Specialist
(One position)
Qualification:
  • Master's degree (minimum sixteen years of education) in Supply Chain
    Management, Procurement, engineering. Business/Economics, Social Science, Commerce or related field from a reputable University.
  • IT, Computer and report writing skills are also desired and prior work
    experience with World Bank or other donors is an added advantage Experience:
  • At least 8 years of experience in the procurement processes with the public / private projects/Organizations involving procurement of goods and/or works & consulting and non-consulting services
  • Written and oral fluency in English
3. Community Development
Expert
(Two positions)
Qualification:
  • Master's degree (minimum sixteen years of education) in the fields of
    sociology, social work, Community Development or other related field, plus Experience in a mix of economic growth/trade, value chain competitiveness, investment promotion, or agriculture development.
Experience:
  • At least 8 years of experience related to Community Development with the public / private projects/Organization
  • Experience of working with donor-funded projects as key expert and/or project's counterpart in a relevant field is considered a plus.
4 . Senior Engineer
(Two positions)
Qualification:
  • A bachelor / Master's degree (16 years of education) in civil engineering from a recognized institution.
  • State-licensed and certified civil engineer. Experience:
  • A minimum of 8 years' experience working as a senior civil engineer in infrastructure related projects. Work experience in community physical infrastructure and similar projects is an added advantage Proficiency in civil engineering related softwares, such as Civil 30 as well as CAD.
 

Selection will be made in accordance with the procedures set out in the Paragraphs 7.36 & 7.37, Section VII "World Bank Procurement Regulations for Investment Project Financing Goods, Works, Non-Consulting and Consulting Services" (July 2016) revised November 2017 and August 2018..lf any in person interaction is required, it can also be undertaken virtually.
