NATIONAL TARIFF COMMISSION NOTICE FOR HIRING ON CONTRACT

1. About the National Tariff Commission (NTC)

The National Tariff Commission (NTC) is a government body responsible for:

• Implementation of trade defence laws under:

  • Anti-dumping Duties Act, 2015

  • Countervailing Duties Act, 2015

  • Safeguard Measures Ordinance, 2002

• Ensuring conformity with WTO Agreements

• Advising the Federal Government on Customs tariff under the NTC Act, 2015

• Improving competitiveness of domestic industry

NTC is seeking to hire qualified professionals on contract for the following roles to assist in:

• Implementation and investigation of trade defence laws

• Economic research to determine effects of tariff changes

• Trade remedy measures

• Specific and allied functions as specified in the NTC Act, 2015

3. Position Details

3.1 Econometric Expert / Economist (01 Slot)

Qualification:

• PhD / Master's degree or equivalent in Economics

• Specialization in International Trade Econometrics / Applied Economics

Experience:

• Minimum 8+ years in:

  • Applied economics or quantitative trade research

  • Impact analysis of tariff changes

  • Tariff analysis

  • Remedial measure-related injury analysis

Mandatory Skills:

• Proficiency in Stata, R, Python or equivalent

• Expertise in Computed General Equilibrium (CGE):

  • Global Trade Analysis Project (GTAP)

  • General Algebraic Modelling System (GAMS)

• Expertise in Partial Equilibrium modeling

• Additional skills:

  • Eviews / SPSS

  • Tariff optimization

  • Export product development

  • Evaluation of sectoral competitiveness

  • Value addition

  • Productivity enhancement

  • Consumer welfare

  • Technology transfer

3.2 Legal Assistant (01 Slot)

Qualification:

• Graduate, preferably law graduate from an HEC-recognized institution

Skills / Responsibilities:

• Support preparation of:

  • Responses, submissions, pleadings

  • Legal documentation for proceedings before courts, tribunals, appellate forums, and other competent authorities

• Manage court processes and related matters

• Provide inputs for litigation and appellate proceedings

• Conduct comparative studies on trade and tariff-related legal issues

• Maintain case diary of court work and related matters

• Prepare periodic progress reports on assigned tasks

• Conduct legal research on:

  • Domestic and international trade laws

  • WTO Agreements

  • Trade remedy regimes

  • Administrative law

  • Related legal frameworks

• Assist in drafting:

  • Legal opinions, briefing notes, summaries

  • Reports, legal memoranda, analytical papers

• Assist in legal review of:

  • Anti-dumping investigations

  • Countervailing duty investigations

  • Safeguard investigations

• Maintain:

  • Legal databases, records, research repositories

  • Case-law compilations

• Perform any other legal research, analytical, or drafting assignments entrusted by:

  • Chairman

  • Member Legal

  • Secretary

  • Head of Legal Wing

4. Terms and Conditions of Employment

Terms of Contract	Offered to selected candidate before joining
Salary Structure	Lump sum salary (including all) on initial offer; this becomes base salary for annual enhancement
Annual Increment	05% to 15% increase in base salary, depending on satisfactory performance
