NOTICE FOR HIRING ON CONTRACT

The National Tariff Commission (NTC) is responsible for implementing trade defense laws under the Anti-dumping Duties Act 2015, Countervailing Duties Act 2015, and Safeguard Measures Ordinance 2012 in conformity with WTO Agreements. It also advises the Federal Government on Customs Tariffs under the NTC Act 2018 to improve the competitiveness of domestic industry. NTC is seeking to hire experts to determine the effects of tariff changes and trade remedy measures.

Job Details & Positions

1 Cost Accountant (Forensic & Industrial) 02

• Edu: ACMA, CA, ACCA (Member of a recognized accounting body).

 

• Exp: 10+ years in industrial cost of production, audits, sectoral/product costing in domestic/Global Value Chains, or forensic accounting.

• Develop mathematical templates and methodologies for calculating Normal Value, Export Price, domestic margins, and injury analysis (WTO conformity).

 

• Design sector-specific audit instruments, checklists, and forensic investigation frameworks.

 

• Map and analyze local product costing and isolate import injury impacts from macroeconomic factors.
2 Legal Consultant (Lahore-based) 01

• Edu: LLB / LLM or Juris Doctor (International Law).

 

• Exp: 8–10 years in trade litigation, administrative law, WTO dispute settlement, or Domestic High Courts / Tribunals.

• Expert in WTO Anti-Dumping/Subsidies/Safeguard Agreements and the NTC Act & Rules.

 

• High-level legislative drafting, litigation strategies, and representation at Higher Courts/Tribunals.

 

• Create legal frameworks for electronic evidence/e-filing; manage court case records. Presence required mainly in Lahore and Southern Punjab.
3 Legal Assistant 01

• Edu: Graduate, preferably a Law Graduate from an HEC recognized institution.

 

• Exp: 3+ years of relevant experience.

• Support preparation of responses, pleadings, and legal documentation for courts/tribunals.

 

• Maintain the daily diary of court work, manage court processes, and conduct legal research.

 

• Assist in reviewing anti-dumping/countervailing duty investigations and maintaining legal databases.
4 Senior Economist / Econometric Expert 01

• Edu: PhD / Master’s degree or equivalent in Economics (Specialization in Int. Trade / Econometrics).

 

• Exp: 10+ years in quantitative trade research, tariff change impact analysis, or remedial injury analysis.

• Mandatory proficiency in Stata, R, Python, or equivalent.

 

• Expertise in Computed General Equilibrium (CGE) modeling via GTAP/GAMS and Partial Equilibrium modeling.

 

• Analyze competitiveness, value addition, productivity enhancement, and consumer welfare.

Salary, Benefits & Contract Terms

  • Contract Duration: Initially for a period of 1 to 3 years. Extensions may be granted on an annual basis based on performance evaluation and departmental need.

  • Salary Structure: Selected candidates will be offered an all-inclusive lump-sum base salary.

  • Annual Increments: Base salaries will be reviewed annually with a 5% to 15% increase, strictly depending on satisfactory performance evaluation.

  • Experience Definition: "Experience" strictly refers to professional work history gained after obtaining the required qualification/degree.

  • Selection Venue: Only shortlisted candidates meeting the conditions will be called for interviews by a Selection Committee in Islamabad.

  • Expenses: No TA/DA will be provided for appearing in the interview.
