and managing the operation and maintenance of the Power Plant as per best utility practice in the best interest of the Nation. JPCL under its supervision has been successfully commissioning the work of 660 MW Coal Fired Power
JPCL is seeking highly qualified & experienced, individual consultant for commissioning, COD and O&M of 660 MW Coal Fired Plant at Jamshoro.
Job Title:
Individual Consultant for COD/O&M Processes/management of 660 MW Coal Fired Plant, Jamshoro
Qualification and Skills:
L An Engineer having Bachelor's/Master's Degree in Engineering (Electrical/Electronics/Mechanical/Mechatronics) and must have valid registration with Pakistan Engineering Council (PEC).
il. Must have at least 20 years of hands-on experience in Thermal Power Generation Plants of at least 400 MW Capacity with reference. An experience in the commissioning of green field project leading to successful COD is must
iii. Must have a thorough knowledge of Operations and maintenance of Power plants and aware of prudent industry practices. Should have experience in initial team building and taking over the plant from EPC contractor
iv. Must have experience in addressing the punch list items and warranty claims with EPC contractor
v. Preference will be given to those having experience of working with multinational companies in Thermal Generation
vi. Must have proven track record of working experience in big Thermal Power Generation Projects Operation and Maintenance as Team Lead.
vii. Must be fully aware of HSE standards.
The individual Consultant services will be required initially for six months period extendable on satisfactory performance basis. The individual consultant will be responsible:
and need • Oversee commercial operation activities and guide/advice the Project Management Team discuss commissioning activities and plant operation.
Advising in the commissioning process to ensure timely & cost-effective delivery of the Project.
Develop strategies & oversee its implementation for the timely achievement of Commercial Operation Date (COD)
• Collaborate with cross functional teams to achieve COD in accordance with the Project Planning.
Review and finalizing the commissioning and Operation & Maintenance procedures.
Guide & coordinate with the Owners (JPCL) team for O & M of the Project.
Deliver guidance & contract management of O & M Contract to ensure operational efficiency and effectiveness.
• To carefully review the terms and conditions of the O&M contract to understand the scope of the work, responsibilities,
and performance indicators and time line. • To determine the key personnel/core team responsible for overseeing the Project Transition from COD to O&M.
• To create a comprehensive transition plan outlining the steps, timeline and responsibilities for transferring operation and maintenance activities of the O&M Operator
• To coordinate with all relevant stakeholders, including the project management team, O&M Operator, Regulatory
Authorities and the market player to ensure smooth transition.
• To ensure organizing all relevant documentation, including operation manuals, safety procedures by the O&M Operator. To develop a vibrant contract management procedure for the contract management team.
• The assignment is purely temporary and time bound extendable subject to satisfactory performance/need basis. The short listing will be made on the basis of qualification, skills and experience in the relevant field.
The consultancy package will be negotiated at the time of Interview either on lump sum basis of the 06 months contract
or on monthly basis on the consent of both parties.
A performance agreement having detail of the scope of work will be signed by JPCL/Project Management and the
selected consultant.
