Sindh Peoples Housing for Flood Affectees (SPHF)

STAFF REQUIRED – URGENT

Sindh Peoples Housing for Flood Affectees (SPHF), a Public Sector Company established under Section 42 of the Companies Act, 2017 and the implementing agency of the Sindh Flood Emergency Rehabilitation Project, invites applications from capable and dynamic professionals for the following Karachi-based contractual position. The contract is for an initial period of one (01) year, extendable based on satisfactory performance and organizational requirements.

1. Position: Chief Operating Officer (COO)

Experience & Qualification Requirements

  • Minimum Master’s degree / 16 years of education.

  • 15 years of experience working with Multilateral Donor-Funded Projects.

  • Proven experience in project implementation and operations at a senior level.

  • Public sector experience will be considered an added advantage.

  • Preference will be given to candidates with experience in technology-based projects and MIS-enabled systems.

Job Description – Key Responsibilities

Strategic & Operational Leadership

  • Assist the CEO in strategic and operational planning for large-scale rehabilitation programs, including housing, WASH, and infrastructure projects.

  • Provide specialists’ guidance on disaster management, emergency response, and reconstruction.

Project & Partner Management

  • Oversee implementing partners (NGOs/private sector) and ensure smooth execution of construction activities.

  • Ensure adherence to internal policies, legal frameworks, and donor requirements.

Team & Organizational Development

  • Lead, manage, and motivate a high-performing operational team.

  • Strengthen organizational culture, values, and stakeholder reputation.

Coordination & Stakeholder Engagement

  • Facilitate coordination with the Government of Sindh, donors, SECP, and partner organizations.

  • Act as the focal liaison for donor review missions and technical support teams.

Systems Management & Technical Oversight

  • Develop and manage monitoring, evaluation, and reporting systems.

  • Provide technical oversight for MIS upgrades, budgeting, and Disaster Risk Reduction (DRR) strategies.

  • Supervise engineering, operations, and project-delivery functions.
