ABOUT THE ORGANIZATION

Peshawar Electric Supply Company (PESCO) is a public sector utility company operating under the Ministry of Energy (Power Division). It is seeking exceptional, dynamic, and result-oriented professionals for C-level executive positions to manage its operations effectively. The company offers market-competitive compensation packages and an initial contract term of three years for these posts.

GENERAL ELIGIBILITY & REQUIRED COMPETENCIES

Reporting Line: All positions will report directly to the Chief Executive Officer (CEO).

POSITION DETAILS

1. POSITION TITLE: Chief Financial Officer (CFO)

Qualification Member of an organized body of professional accountants (e.g., ICAP, ICMAP, or equivalent).
Experience Minimum 15 years of post-qualification relevant experience, with at least 3 years in a senior management position.
Key Skills/Knowledge • Broad knowledge of finance, investments, and treasury operations.
• High-level skills in financial management, strategic planning, risk management, and analytical skills.
• Familiarity with regulatory requirements and compliance issues of the electric power sector (added advantage).
• Excellent verbal and written communication skills.
Age Limit Upper age limit: 57 years.

2. POSITION TITLE: Chief Legal Officer (CLO)

Qualification 16-year degree: LL.B. / LL.M. / Barrister at Law.
Licensed Advocate of the High Court (must provide certificates from relevant Bar Councils for pleading in High Court and Lower Courts).
Experience Minimum 15 years of post-qualification relevant experience, with at least 3 years in a senior management position.
Key Skills/Knowledge • Strong background in corporate, advisory, commercial law, and dispute resolution (preferably in the power sector).
• Thorough knowledge of electricity laws, regulatory frameworks, and public utilities.
• Experience working with Government and Regulatory Authorities.
• Excellent drafting, verbal, and written communication skills.
Age Limit Upper age limit: 57 years.

OTHER CONDITIONS / ELIGIBILITY CRITERIA

 
# Condition
1 Candidates must comply with the Fit and Proper Criteria as outlined in the State-Owned Enterprises (Governance and Operations) Act, 2023.
2 Must be Pakistani citizens.
3 Public Sector Experience: Experience in BS-19 or equivalent (substantive, additional charge, acting charge, current charge, or look-after basis) qualifies as Senior Management Experience.
4 Private Sector Experience: Experience at C-level or C-1 level qualifies.
5 PESCO reserves the right to disqualify any candidate at any stage for insufficient/misleading information, and any costs incurred may be recovered.
6 PESCO reserves the right to abandon/cancel the hiring process at any stage without assigning any reason.
7 Foreign academic qualifications must be accompanied by an HEC equivalence certificate.
8 Candidates should apply only if they meet the eligibility criteria.

a. Copies of degrees/testimonials duly verified by HEC or relevant professional body.
b. Detailed CV with two recent passport-size photographs.
c. Attested copies of CNIC and experience documents.
d. Two work references and two personal references.
e. A declaration on non-judicial stamp paper, duly attested by an Oath Commissioner, affirming eligibility as per Companies Act, 2017; SOE Act, 2023; and SOE Policy, 2023.
5 Government servants must apply through the proper channel and, upon selection, will be required to resign from their current job/civil service.
