About the Role

Our client, a high-impact State-Owned Enterprise (SOE), is seeking an energetic and outcomes-driven Chief Executive Officer (CEO) to lead a bold, enterprise-wide transformation agenda. The CEO will be responsible for driving modernization efforts that enhance operational stability, technological innovation, and data-driven decision-making.

This is a pivotal leadership role requiring strategic vision, deep technology experience, and the ability to manage complex stakeholder environments.

Key Responsibilities

Enterprise Transformation Strategy

Define and deliver a roadmap for SOE-wide digital transformation.

Align strategic objectives with measurable operational goals.

Technology Modernization

Stabilize and modernize core operational systems.

Lead the development and national rollout of next-generation core systems.

Oversee deployment of Digital Invoicing, POS systems, and SWAPS (Smart Withholding and Payment Systems).

Establish a central data hub for real-time, data-driven tax compliance and monitoring.

Operational Excellence

Ensure cybersecurity and data governance best practices.

Achieve excellence in service delivery as per Service Level Agreements (SLAs).

Organizational Leadership

Build a high-performing executive team.

Lead a cultural transformation for agility, accountability, and innovation.

Stakeholder Engagement

Manage relationships with key government and industry stakeholders, including:

Federal Board of Revenue (FBR)

Ministry of Finance

Provincial Revenue Authorities (PRAs)

Private sector and industry representatives

Candidate Profile

Experience

Minimum 15+ years in large-scale digital platforms or public-service technology systems.

At least 7+ years in senior leadership roles with transformation or P&L accountability.

Demonstrated track record of delivering complex, multi-year transformation programs.

Industry Background (Preferred)

IT professional services

Financial services

Telecommunications

Public sector

Education

Bachelor's degree in Computer Science, Engineering, or a related field (required).

Advanced degree (Master's or equivalent) is strongly preferred.
