CAREER OPPORTUNITY

CHIEF EXECUTIVE OFFICER (CEO)

The Islamabad Healthcare Regulatory Authority (IHRA) is a statutory body established under the Islamabad Healthcare Regulations Act, 2018. The Authority ensures quality healthcare services and accountability by developing and enforcing minimum service delivery standards across all primary, secondary, and tertiary healthcare establishments—both public and private—in the Islamabad Capital Territory (ICT).

IHRA invites applications from qualified and experienced professionals for the position of Chief Executive Officer (CEO), reporting directly to the IHRA Board.

1. Qualifications & Experience

(As per Sub-section 12(1) of the IHRA Act, 2018)

i. Minimum 15 years of experience in one or more of the following fields:

• Hospital or public administration

• Public health

• Medicine

• Accounting or finance

• Law

• Regulation

• Related fields

ii. Additional higher qualifications in Law, Management, or Clinical/Medical disciplines will be preferred.
iii. Candidates with substantial understanding of Government procedures, rules, and policies will be given preference.
iv. Prior relevant experience in the healthcare sector will be an advantage.

2. Disqualifications

As stated under Section 13 of the IHRA Act, 2018.

3. Age Limit

• Maximum 62 years on the closing date.

• Inclusive of applicable age relaxation as per Government policies.

4. Salary Package

• Market-competitive, based on qualifications and experience.

5. Job Responsibilities

(Under Sub-section 12(3), Clause (a–g) & Sub-section 12(2) of IHRA Act, 2018)

The CEO shall also serve as Secretary to the IHRA Board and, under the Board’s supervision, shall administer the affairs of the Authority. Responsibilities include:

a) Managing the administration, operations, and functions of the Authority.
b) Acting as the Principal Accounting Officer, responsible and accountable for IHRA funds and assets.
c) Preparing and presenting strategic and operational plans to the Board.
d) Assisting the Board in strategic thinking, planning, and policy implementation.
e) Ensuring the financial stability and integrity of the Authority.
f) Acting as the official spokesperson of the Authority.
g) Providing leadership to senior management and direction to all staff.

TERMS & CONDITIONS

a) Employment shall be governed under the Islamabad Healthcare Regulations Act, 2018 and associated rules/regulations.

b) Government employees must apply through proper channel and attach a valid NOC.

c) Only shortlisted candidates will be called for test/interview.

d) Incomplete applications or those received after the deadline will be rejected.

e) Applications must be submitted via registered mail/courier to the undersigned and include:

• Attested CNIC copy

• Passport-size photograph

• Educational certificates

• Experience certificates

• Relevant course certificates

f) Applicants must attach an affidavit on Rs. 100/- non-judicial stamp paper declaring:

• All information and documents provided are accurate.

• The applicant has never been convicted, dismissed, terminated, or disqualified from public/private service.
  False information will lead to immediate disqualification.

g) Applications must reach the office within 15 days of advertisement publication.
Late submissions will not be entertained.

h) No TA/DA will be provided for attending the interview/test.
