The Latest Report of British Council Concluded The Research System in Pakistan as Poor
The report published by British Council under title,’ The university research system in Pakistan’, has termed Pakistan’s research system as; unstructured, unfunded, broken and fragmented. The report suggests that there is lack of collaboration among Pakistan’s Universities, flawed incentive structures, and there is increase in quantity of research programs and decrease in quality of research programs.
The report also suggests that the research system fail to understand the importance of press and media and there is need to organize more public seminars, debating societies and discussion forums. The Universities in Pakistan are offering a large number of research programmes for PhD courses, right now the number of research programmes being run by HEC are 12, 000.
The report concludes,’ HEC doesn’t publicly provide data on its scholarship budget, minimal data on the return on investment of its foreign scholarship programme and does not regularly commission research on its operations or on the university system’.
The Government needs to evaluate the effectiveness of policies initiated by HEC and organize regular meetings to monitor the performance of both private and public universities.
