In the case of Pakistan Navy War College (PNWC), the fee policy is standard and easy to understand given that it is a military staff institution. Membership to its admission course staff is by admission of hospital officers who do not receive tuition fees of conventional civilian origins. Rather, the Navy normally pays their training as a professional development. Students may be required to pay minimal fees on registration, field trips and learning materials. Such scholarships are not provided at PNWC whereby training has already been fully sponsored as professional development of the officers. Merit or need-based scholarship plans, as in civilian institutes, do not exist the access is regulated by service grade, selection and commissioning requirements. The travel, accommodation and other expenses of international officers and those on correspondence programs are, however, frequently paid by their home navies or PNWC using formal inter-governmental or service-to-service agreements.
