Punjab University Introduces New PhD Research Policy for Research on Living Personalities

The University of the Punjab has introduced a significant change to its doctoral research framework by implementing a new policy regarding PhD studies on living eminent personalities. The decision aims to establish clear guidelines for researchers and ensure academic standards in doctoral-level studies.

According to an official notification issued by the Deputy Registrar (Academic), the policy was approved by the Advanced Studies and Research Board (ASRB) during its meeting held on May 11, 2026.

New Restrictions Under the Policy

Under the newly approved policy, PhD scholars at Punjab University will no longer be allowed to conduct doctoral research on living eminent personalities. The university has directed all academic departments and faculty members to follow the new guidelines when reviewing and approving research proposals.

The move is expected to bring greater consistency to research topics and streamline the process of approving PhD dissertations and synopses.

Exception for Civil Award Recipients

The policy provides a specific exception for individuals who have received civil awards from the government. Scholars interested in conducting research on such personalities may proceed only after obtaining formal approval.

However, before starting research work or preparing a synopsis, the PhD candidate must secure prior permission from the Advanced Studies and Research Board through the relevant Departmental Doctoral Program Committee (DDPC).

This requirement ensures that all proposed studies are thoroughly reviewed before approval and meet the university’s academic standards.

Notification Shared Across University Departments

The university administration has circulated the notification among all deans, faculty heads, and teaching departments to ensure compliance with the newly introduced regulations.

Copies of the directive have also been forwarded to key administrative and quality assurance offices, including:

  • Punjab University Quality Control Cell
  • Quality Enhancement Cell (QEC)
  • Controller of Examinations
  • Office of the Vice Chancellor
  • Office of the Pro-Vice Chancellor
  • Registrar’s Office

Impact on Future PhD Research

The Punjab University New PhD Research Policy is expected to influence the selection of future doctoral research topics across various disciplines. Researchers intending to focus on contemporary figures will now need to ensure their proposed subjects meet the criteria outlined in the policy.

Academic experts believe the new guidelines will provide a structured framework for research approvals while maintaining the quality and credibility of doctoral studies conducted at the university.

With the introduction of this policy, Punjab University has established new parameters for PhD research involving living personalities. While general research on living eminent figures will no longer be permitted, an exception remains available for government-recognized civil award recipients, subject to ASRB approval. The decision marks an important development in the university’s research governance and academic policy framework.
