The International Higher Education Scholarship Program, which is key to the TaiwanICDF, provides full scholarships to talented learners from partner nations to pursue higher education in Taiwan through collaboration with local universities.
The purpose is to help partner countries achieve socioeconomic growth by developing highly skilled individuals. This initiative also helps Taiwanese universities become more internationalized and broadens Taiwanese youth's global perspectives.
Since 1998, the TaiwanICDF has worked with Taiwanese institutions to build the Taiwan International Cooperation Alliance (TICA), which provides an operational platform for leveraging and optimizing the scholarship program within the TICA framework.

Eligibility Criteria
- Must be a citizen of a country eligible for the TaiwanICDF Scholarship and meet any additional requirements set by their home country or government.
- You can't be a citizen of the Republic of China (Taiwan).
- They must provide their highest level diploma by July 31, 2025. If they are unable to do so, they must apply for the next year's scholarship.
- Must not have had any previous scholarships revoked by Taiwan's government or affiliated institutions, nor have they been expelled from any Taiwanese university.

- Photocopy of the passport
- Photocopy of academic transcripts.
- Applicants must submit a TOEFL score, another accepted English test score, or confirmation of graduation from an English-taught program.
- Those who speak English as their native language are exempt.
- Information about referees.
