Eligible: 

Be citizens of the Russian Federation

For students: Be studying full-time at universities in St. Petersburg, engaged in scientific or technical activities

For graduate students: Be studying full-time at universities, industry, or academic institutes in St. Petersburg, involved in scientific or technical activities.
