Responsibilities, Skills, and Competencies

The ideal candidates should:

  • Lead departments strategically, aligning operations with organizational goals.

  • Drive innovation and ensure efficient departmental performance.

  • Develop and implement compliant policies, risk management strategies, and ethical practices.

  • Build strong relationships with stakeholders and communicate actionable insights.

  • Make informed decisions under pressure and mitigate risks effectively.

  • Foster a high-performance culture by mentoring and managing teams.

  • Demonstrate expertise relevant to the position and adapt to industry trends.


Eligibility Criteria (Position-wise)

1. Chief Financial Officer

  • Option 1: Member of a recognized professional accounting body with at least 5 years of relevant experience in SOEs with assets of one billion rupees or more.

  • Option 2: Master's degree in Finance or related disciplines from an HEC-recognized university with at least 10 years of relevant experience in other SOEs.


2. Chief Legal Officer

  • Master’s degree in Law or equivalent from an HEC-recognized university.

  • At least 15 years of post-qualification relevant experience.

  • Licensed Advocate of the High Court.

  • Experience in:

    • Corporate law, commercial transactions, contracts, legal opinions.

    • Energy/Power sector.

    • Senior legal leadership (Senior Counsel/CLO preferred).

    • Working with Government and Regulatory Authorities.


3. Chief HR & Admin Officer

  • Master’s degree in Human Resource or equivalent from an HEC-recognized institute.

  • At least 15 years of relevant experience.

  • Certifications from reputed HR institutions will be an advantage.


4. Chief Supply Chain Management Officer

  • Master’s degree (16 years) in Supply Chain, Procurement, Operations Management, or related fields.

  • At least 15 years of relevant experience, including in:

    • Sales, marketing, business development, or customer relations (B2B/B2C).

    • Supply chain/logistics in the Energy or Power Sector preferred.

  • Certifications from reputed institutions are an added advantage.


5. Company Secretary

  • Any one of the following:

    • Member of a recognized accounting body.

    • Member of a recognized body of corporate/chartered secretaries.

    • Master's degree in Business, Finance, Commerce, or Law from HEC-recognized university.

  • Minimum 5 years of relevant experience.


Age Limit, Tenure & Remuneration

  • Upper Age Limit: 55 years (as of the closing date).

  • Tenure: Initial contract for 2 years, extendable based on annual performance evaluation by the SEPCO Board of Directors.

  • Remuneration: Market-based competitive compensation as per SEPCO (Contract Appointment on C-Level Positions) Regulations, 2024.


Other Terms & Conditions

  • Experience must be post-qualification.

  • Excellent verbal and written communication skills required.

  • Must comply with Fit and Proper Criteria under:

    • State-Owned Enterprises (Governance and Operations) Act, 2023.

    • SOEs Policy 2023.

    • SOEs C-Level Appointment Guidelines 2024.

  • Selected employees from SEPCO, Government, or Public Sector Organizations must resign or retire before joining.

  • No deputation/lien allowed.

  • Quarterly performance targets with deliverables will be assigned.

  • Candidates must be Pakistani citizens.

  • Individuals dismissed or debarred from any public department within the last 3 years are not eligible.

  • SEPCO reserves the right to disqualify candidates for false or forged information.

  • HEC equivalence certificate must be provided for foreign qualifications.
