Hiring of Individual Consultants

The Project Implementation Unit (PIU) of the Punjab Urban Land Systems Enhancement (PULSE) project, funded by the World Bank (IDA Credit No. 7041-PK), invites qualified and experienced individual consultants to express their interest for consultancy services in the following domains:

Eligibility Criteria

Candidates must fulfill the following qualification and experience requirements:

  • Education: Minimum 16 years of education in Computer Science / Information Technology or equivalent from an HEC recognized university/institute.

  • Experience:

    • Minimum 12 years of post-qualification experience in:

      • Design and management of spatial databases.

      • Spatial data management systems and spatial feature representations.

  • Technical Skills:

    • Proficiency in modern programming languages such as:

      • .NET Core, MVC, Python, JavaScript, React/Angular, Node.js, C#, MS SQL Server, jQuery, etc.

    • Capable of integrating Geo-AI models into products using frameworks like:

      • TensorFlow, PyTorch, or OpenAI APIs.

    • Awareness and implementation of security best practices and data privacy standards.

The selection will follow the Open Competitive Selection of Individual Consultants process, as per the World Bank Procurement Regulations for IPF Borrowers (November 2020). Relevant clauses regarding conflict of interest (Sections III: Paragraphs 3.14, 3.16, and 3.17) will apply.
