Assignment Title:

Selection of Individual Consultant – Senior Public Health Specialist

Credit No.: IDA-7229-PK

The Government of Sindh (hereinafter referred to as “the Borrower”) has received financing from the International Development Association (IDA) toward the cost of the project Strengthening Social Protection Delivery System (SSPDS) in Sindh and intends to apply part of the proceeds for hiring the services of an Individual Consultant for the position of Senior Public Health Specialist.

The Project Director, Project Management & Implementation Unit (PMIU), SSPDS, invites Expressions of Interest (EOI) from qualified and experienced individuals for the assignment.

Position: Senior Public Health Specialist

Educational Qualification:

  • Advanced degree in Public Health, Health Policy, Epidemiology, or a related field from a recognized institution.

Experience & Expertise:

  • Minimum eight (08) years of professional experience in public health.

  • Experience in MNCH (Maternal, Newborn & Child Health) service delivery in Sindh, Pakistan.

  • Experience in demand-side programs such as Conditional Cash Transfers (CCT) or Results-Based Financing (RBF) will be considered an advantage.

  • Proven ability to develop and implement operational manuals and Standard Operating Procedures (SOPs).

  • Experience in designing verification protocols, defining indicators, and contributing to dashboards and routine monitoring systems.

  • Experience in coordination with government departments and vendors will be preferred.

Technical Skills:

  • Familiarity with Health Information Systems (such as DHIS2/HMIS) and integration with social protection/MIS systems.

  • Strong communication, coordination, and stakeholder engagement skills.

  • Ability to translate technical content for both policy-level and operational audiences.

    • Academic degrees and certificates

    • Transcripts

    • Experience certificates from previous organizations

The selection of the Individual Consultant will be carried out in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (November 2020) under the Open Competitive Selection method for Individual Consultants. The regulations are available at www.worldbank.org.
