Gilgit-Baltistan Secretariat, Water & Power Department (GB&P)

HIRING OF PROJECT DIRECTOR

The Water & Power Department, Gilgit-Baltistan invites applications from qualified and experienced individuals for the position of Project Director under the approved PSDP Project titled:

“Development of 100MW Distributed Solar (PV) Plants across Gilgit-Baltistan”

The appointment will be made against a standard pay package (PPS-12).

Terms of Reference (TOR) for Project Director

The Project Director will be responsible for:

  1. Execution and implementation of the project according to the approved scope, cost, and timeline.

  2. Ensuring compliance with GFRs, Procurement Rules, Contract Management Rules, and applicable laws.

  3. Monitoring time and cost efficiency, controlling overruns by reviewing inputs, processes, and outputs.

  4. Establishing procedures for reviewing and responding to progress reports, including guidance on monitoring and evaluation.

  5. Identifying potential risks and formulating effective risk mitigation plans.

  6. Preparing and submitting reports in the prescribed formats, including recommendations for decision-making.

  7. Coordinating effectively with project stakeholders, including external partners and project staff.

  8. Developing and utilizing indicators to track project results and progress.

  9. Maintaining custody of all project documents and preparing project status and completion reports (PC-III/IV).

Qualification and Experience Requirements

  1. Educational Qualification:

    • Degree in Project Management, B.Sc. Engineering, MPA, Master’s, or BS (4-year) in Economics or other relevant fields from HEC-recognized institutions, depending on project nature.

  2. Experience:

    • Minimum 10 years of experience in project management and implementation at a senior level.

    • Strong knowledge of project management fundamentals, especially Government of Pakistan’s Project Planning and Management processes.

    • Preference will be given to candidates with experience in similar projects.

  3. Age Limit:

    • Maximum 63 years at the date of appointment.

  4. Skills:

    • Proficiency in computer applications, project management tools, and M&E systems.

  4. Government employees/retired officers must attach a No Objection Certificate (NOC) from the Government of GB.

  5. No TA/DA will be provided for tests or interviews.
