CAREER OPPORTUNITY – PROJECT DIRECTOR REQUIRED

Balochistan Development Authority (BDA)


Project Title:

Construction of Border Terminal at Pakistan-Afghanistan Border Badini,
including Blacktop Road from Obashtal to Khan Dagar Main Badini Road (40 km),
District Killa Saifullah, Balochistan.


Position Details

  • Position Title: Project Director

  • Type of Appointment: Contract basis (extendable based on performance)

  • Number of Posts: 01

  • Age Limit: 45 – 60 years

  • Selection: Open Merit

  • Reporting To: Chairman, Balochistan Development Authority


Eligibility Criteria

Educational Qualification:

  • Bachelor’s Degree in Civil Engineering / Urban Engineering / Town Planning / Architecture.

  • Master’s Degree in Urban Planning / Project Management from HEC recognized or reputable foreign university.

Experience:

  • Minimum 20 years overall experience.

  • At least 10 years post-master's experience in relevant domains.

  • Minimum 5 years working experience on donor-funded projects (e.g., World Bank, ADB).

  • Proven experience in:

    • Infrastructure development and public sector projects.

    • Managing large-scale civil works and terminal building construction.

    • Dealing with donor missions, PC-I appraisals, project planning, and departmental coordination.

    • Stakeholder engagement at national and international levels.

    • Project technologies like Pre-Engineered Buildings, Cold Storage, Warehouses, Loading/Unloading facilities.

Additional Requirements:

  • Excellent presentation, writing, communication, and computer skills.

  • Familiarity with international border terminal conventions, environmental regulations, and compliance.

  • Strong command over project planning tools (e.g., Primavera/MS Project), design software (AutoCAD, GIS), and MS Office.

  • Demonstrated leadership and team management capabilities.


Key Responsibilities

  • Planning & Execution:

    • Develop roadmaps and set project goals in coordination with donor agencies and BDA management.

    • Manage timelines and deliverables as per project schedule.

  • Monitoring & Evaluation:

    • Conduct site visits for quality assurance.

    • Review consultant performance, monthly/quarterly reports, and project progress.

  • Coordination:

    • Lead and guide technical/procurement teams.

    • Liaise with consultants, local departments, and utility agencies.

    • Organize internal review meetings, donor missions, and stakeholder presentations.

  • Documentation & Reporting:

    • Prepare procedural documentation, revisions, and progress submissions.

    • Technical review of tender packages and construction documents.

  • Problem Solving:

    • Resolve site-level technical issues.

    • Guide design and implementation of project components (terminal, auction hall, cold storage, rail lines, etc.).


Terms & Conditions

  • Contract Duration: Initially two years, extendable subject to performance and Key Performance Indicators (KPIs).

  • Remuneration: Market-based, negotiable based on qualifications and experience.
