HIRING LEGAL COUNSEL / LAW FIRM
The Pakistan Council of Architects and Town Planners (PCATP), a statutory regulatory body established under the PCATP Ordinance, 1983, invites sealed proposals from qualified and experienced law firms or legal advisors to provide:
Legal advisory services
Litigation support
Legal representation across Pakistan
The selected legal advisor or firm will be required to provide comprehensive legal services, including but not limited to:
Legal advice on PCATP’s statutory functions, administrative processes, and operational compliance
Representation in judicial, quasi-judicial, and regulatory forums (Civil Courts, High Courts, Supreme Court, tribunals)
Drafting, reviewing, and vetting of legal documents such as:
Contracts
Memoranda of Understanding (MoUs)
Legal notices
Regulations and bylaws
Issuance of timely legal opinions and responses to legal queries from PCATP
Assistance in policy development and legal compliance of PCATP’s rules, regulations, and bylaws, including drafting of legal instruments for new councils
Liaison and coordination with regional/provincial legal representatives engaged by PCATP
Participating legal firms or advisors must meet the following minimum criteria:
A principal office or fully operational branch office located in Islamabad
At least 10 years of professional legal practice, with expertise in administrative, regulatory, and service law
Operational presence or legal associates in all four provinces (Punjab, Sindh, Khyber Pakhtunkhwa, Balochistan)
Demonstrated track record of representing statutory bodies, public sector organizations, or regulatory authorities
Declaration of no conflict of interest
Not currently blacklisted (subject to independent verification by PCATP)
Interested firms or advisors must submit a comprehensive proposal comprising the following:
i. Profile of the firm/individual, including:
Year established
Primary legal areas
Organizational structure
ii. Details of key personnel (partners, associates), including:
CVs
Specializations
Bar council registrations
iii. List of relevant past/current clients (especially from public or regulatory sectors)
iv. Evidence of legal presence in all four provinces (offices or affiliated associates)
v. Valid license to practice law in Pakistan
vi. Declaration regarding conflict of interest
vii. Declaration of non-blacklisting
viii. Financial Proposal (in the following format):

Proposals will be evaluated based on the following weighted criteria:

The appointed legal counsel will be periodically evaluated on the basis of:
Timeliness and quality of legal opinions
Responsiveness to PCATP’s legal queries
Litigation success rate and representation quality
Communication standards and client satisfaction
Performance indicators (KPIs) and reporting frequency will be finalized in the contractual agreement.
Proposals must be submitted in two separate sealed envelopes:
Envelope 1: "Technical Proposal for Legal Advisor Services"
Envelope 2: "Financial Proposal for Legal Advisor Services"
Both envelopes should be placed in a single outer sealed envelope clearly marked as:
"Proposal for Legal Advisor Services"
The deadline for submission is:

The appointment will be for an initial period of one (01) year, extendable upon satisfactory performance.
