The Independent System & Market Operator of Pakistan (ISMO), a State-Owned Enterprise (SOE) established by the Government of Pakistan, is at the forefront of leading the country toward a sustainable energy future. ISMO performs three core functions essential to Pakistan’s energy transformation:

As the country progresses towards a resilient and modern energy infrastructure, ISMO plays a central role in driving sectoral reforms. With its corporatized structure, people-centric approach, and commitment to best practices, ISMO ensures transparency, accountability, and independence in public sector energy governance.

Consultancy Opportunities

In accordance with its mandate under the Grid Code 2023, ISMO is seeking qualified professionals for the following Individual Consultant (IC) roles:

1. Individual Consultant for “Reliability Assessment”

Qualification:

  • Bachelor’s degree in Electrical Engineering

  • Master’s degree in Electrical Engineering (preferred)

Experience:

  • Minimum 15 years of experience in Power System Planning or Operations

  • Demonstrated expertise in Power System Reliability Studies

  • Proficiency in network reliability metrics and probabilistic analysis

  • Hands-on experience with power system analysis tools (e.g., PSSE)

2. Individual Consultant for “Operational Studies & Demand Analyses”

Qualification:

  • Bachelor’s degree in Electrical Engineering

  • Master’s degree in Electrical Engineering (preferred)

Experience:

  • Minimum 10 years in Power System Studies including Load Flow, Short Circuit, and Dynamic Analysis

  • Proven expertise in Demand Forecasting methodologies and analytics

  • Familiarity with Pakistan's regulatory framework, especially Grid Code 2023

  • Knowledge of international planning standards

3. Individual Consultant for “Transmission Expansion Planning”

Qualification:

  • Bachelor’s degree in Electrical Engineering

  • Master’s degree in Electrical Engineering (preferred)

Experience:

  • Minimum 15 years in Power System Planning and Studies

  • Expertise in Load Flow, Short Circuit, Dynamic Analysis, and Stability Studies

  • Experience in Transmission Expansion Planning, including:

    • Planning framework development

    • Vetting of interconnection studies

    • System Impact Assessment (SIA) studies

  • Familiarity with Grid Code 2023 and global planning practices

Duration of Assignment

  • One year, extendable based on performance and institutional requirements.
