Career Opportunity: Director General – Market Implementation & Regulatory Affairs Department (MIRAD)

Position Title

Director General – Market Implementation & Regulatory Affairs Department (MIRAD)


Role Description

The position offers qualified professionals a senior, independent role within FESCO to lead the MIRAD department. This department will oversee strategic implementation and compliance related to the Competitive Trading Bilateral Contract Market (CTBCM) and broader market reforms in line with regulatory directives.


Areas of Responsibility

The Director General, MIRAD will:

  • Lead and manage FESCO's MIRAD operations in coordination with internal stakeholders and external entities (NEPRA, CPPA-G, PPIB, DISCOs, etc.)

  • Develop and implement policies on market orientation and public engagement strategies

  • Oversee implementation of the CTBCM roadmap

  • Ensure compliance with regulatory directions concerning the electricity market

  • Guide strategic documentation and business planning in close coordination with FESCO senior management and Board of Directors

  • Supervise demand forecasting and transmission planning in collaboration with NTDC and IGCEP preparations

  • Represent FESCO in regulatory hearings, workshops, and stakeholder meetings


Qualifications

Minimum Education

  • Bachelor’s degree in Electrical/Electronics Engineering, Finance, Accounting, Law, or Management Sciences from an HEC-recognized university

  • Master’s degree preferred


Experience Requirements

  • Minimum 15 years of total professional experience, including at least 10 years in the power or related sectors

  • Proven knowledge of:

    • Competitive electricity markets

    • Utility/power sector technical, commercial, and financial operations

    • Regulatory affairs, legal issues, and contract management

  • Must be familiar with:

    • The CTBCM model approved by NEPRA

    • Electricity market structures and legacy transitions

  • Demonstrated leadership, communication, and interpersonal skills

  • Prior management experience in leading new institutions or departments

  • Must meet the Fit & Proper Criteria as per the State-Owned Enterprises Act, 2023


Remuneration & Contract

  • Market-based competitive salary (lump sum)

  • Initial contract tenure: 3 years (including a 6-month probation)

  • Extension: Based on performance appraisal and achievement of KPIs

  • Note: The position is non-pensionable and non-regularizable

  • Maximum age: 57 years (as of the closing date)
