Ravi Urban Development Authority (RUDA) invites applications from dynamic, experienced, and result-oriented professionals for the following position:

POSITION DETAILS

 
Position Title Director Finance, Accounts & Control
Number of Positions 01
Nature of Employment Contract basis for a term of three (03) years (extendable).

QUALIFICATION & EXPERIENCE

 
Criteria Requirement
Qualification Bachelor's / Master's in Finance, CA / ACA / ACCA
Experience Minimum 12 years of recognized experience in:
• Revenue Management
• Accounts & Finance
• Strategic Budgeting
• Financial Planning & Risk Management
• Financial operations to support large-scale infrastructure and urban development projects
Preference Previous experience with a Development Authority will be preferred.

AREAS OF KNOWLEDGE & RESPONSIBILITY

1 Direct and oversee all financial controls and accountancy operations, ensuring compliance and accuracy in financial reporting and management.
2 Provide leadership for financial investigations, advisory, accountancy, bookkeeping, and related record management, ensuring statutory requirements are met.
3 Oversee accountancy policies for revenue and expense recognition, asset management, liability discharge, and equity management, ensuring comprehensive financial governance.
4 Develop a comprehensive annual budget and financial forecasts aligned with the Authority's goals and strategic priorities.
5 Provide leadership for the external audit process, maintaining effective relationships with external auditors to ensure compliance and transparency.
6 Regulate annual, half-yearly, quarterly, and monthly financial statements to regulatory authorities.
7 Develop and manage robust system-embedded financial controls, facilitating efficient and compliant financial operations.
8 Provide budget analysis and recommendations to support management in the approval and implementation of annual budgets.
9 Establish and maintain financial health controls to prevent fraud and ensure the accuracy of financial data.
10 Oversee automation, integration, and development of E2E (End-to-End) financial systems and processes, ensuring seamless and efficient financial operations.
11 Oversee revenue stream management and expense transactions, ensuring completeness, accuracy, and proper bookkeeping and controls.
