VACANCY ANNOUNCEMENT

Position: Director General (HR & Admin)

OPF Grade: 11
Quota: Punjab (General)

The Overseas Pakistanis Foundation (OPF) invites applications from dynamic, qualified, and experienced professionals for the position of Director General (HR & Admin).

This is a senior leadership position carrying significant responsibility for directing and managing Human Resources, administrative, and organizational development functions in alignment with OPF’s mission to serve Overseas Pakistanis and their families. The ideal candidate must demonstrate proven leadership abilities, strong analytical capacity, excellent interpersonal communication skills, and a comprehensive understanding of government procedures and modern HR best practices.

Eligibility Criteria

Qualification

  • Minimum 16 years of education in:

    • Business Education

    • Public Administration

    • Management Sciences

    • International Relations

    • Administrative Sciences

    • Or equivalent qualification from an HEC-recognized university

  • Preference will be given to candidates possessing qualifications in Human Resource Management (HRM).

Experience

  • At least 15 years of professional experience.

  • A minimum of 5 years in a senior management role.

  • Demonstrated experience in reputable organizations, preferably with a commercial or welfare orientation.

Required Skill Set

  • Exceptional interpersonal and stakeholder management skills.

  • Ability to work effectively with the OPF Board of Governors.

  • Capability to develop and articulate strategic direction.

  • Strong analytical skills to evaluate potential outcomes and plan effective implementation with a clear focus on performance and delivery.

Age Limit

  • Must be under 55 years of age as of the closing date for application submission.

Pay Scale

108,130 – 7,860 – 218,170
(Approximately Rs. 383,000 per month, subject to applicable tax deductions)

General Terms & Conditions

  • The candidate must meet the “Fit and Proper” criteria as outlined in Schedule-IV of the SOEs Act, 2023.

  • Appointment will be made in accordance with applicable laws, rules, guidelines, and procedures.

  • The selected candidate will be offered a performance-based contract for three (03) years.

  • The position is based in Islamabad.

  • Qualified and experienced expatriate Pakistanis may also apply.

  • In-service candidates must apply through the proper channel.

  • Only shortlisted candidates will be called for an interview.

  • No TA/DA will be admissible for the interview.
