National Tariff Commission (NTC)

Notice for Hiring on Contract

The National Tariff Commission (NTC) is tasked with the implementation of trade defence laws under the Anti-Dumping Duties Act 2015, Countervailing Duties Act 2015, and the Safeguard Measures Ordinance 2002 in compliance with the WTO Agreements. NTC also advises the Federal Government on tariffs to improve the competitiveness of the domestic industry.

NTC is seeking qualified professionals for the following positions to assist in the implementation, investigation, and digitalization of trade defence laws, economic research, and specific functions outlined in the NTC Act, 2015.

Vacant Positions:

01 Cost Accountant (Forensic & Industrial) 01 Qualification: ACMA, CA, ACCA (Member of a recognized accounting body)
Experience: 10+ years in industrial cost-of-production audits, sectoral/product costing		 Expertise in value addition and dumping margin calculations, inventory valuation, and verification of financial disclosures in trade cases. Preference for international experience.
02 Legal Consultant 03 (Karachi, Lahore, Islamabad) Qualification: LLB/LLM or Juris Doctor (International Law)
Experience: 10-12 years in trade litigation, administrative law, WTO dispute settlement, Domestic High Courts Tribunals		 Mastery of WTO Anti-Dumping Agreement, Agreement on Subsidies & Countervailing Measures, and Safeguard Agreements. High-level legislative drafting and litigation strategies.
03 Senior Economist / Econometric Expert 01 Qualification: PhD/Master’s Degree in Economics (specialization in International Trade/Econometrics)
Experience: 15+ years in quantitative trade research, tariff analysis		 Proficiency in Stata, R, Python or equivalent. Expertise in Computed General Equilibrium (CGE), Global Trade Analysis Project (GTAP), and General Algebraic Modeling System (GAMS).
04 Chief Consultant: Digital Transformation 01 Qualification: Master's Degree or equivalent in technical/management sciences
Experience: 15+ years in large-scale ERP/Content Management System rollouts, organizational digitalization		 IT Service management (ITIL), BPR, PMP equivalent Project management experience, Digital Strategy making. Preference for international experience.
05 Business Analyst / Data Analyst & IT Documentation Expert 03 (total) Qualification: Master’s/Bachelor’s in BBA (MIS), Information Systems, or Engineering Management
Experience: 7+ years in business analysis for digital transformation/ERP projects		 Certified Business Analysis Professional, PMP certified, expertise in Business Requirement Document (BRD), Functional Specification Document (FSD), and ISO/IEC IEEE standards.

General Terms and Conditions:

  • Contract Period: The positions are on a contract basis for 1-3 years, with extensions granted on annual performance evaluations.
  • Salary: The selected candidates will receive a lump-sum salary (including all benefits). The base salary will be subject to an annual increase of 5% to 15% based on performance.
  • Selection Process:
    • Candidates will be required to submit original & attested copies of all relevant documents at various stages of the hiring process.
    • Any false information or submission of fake documents will lead to disqualification and/or legal action.
    • Interviews: Shortlisted candidates will be called for an interview by a Selection Committee in Islamabad.
    • No TA/DA is admissible for attending the interview.
