Hiring of Consultancy Services for FABS Competency Centres

1. Invitation for Proposals

The Directorate General MIS, Office of the Controller General of Accounts (referred to as "The Employer"), invites sealed technical and financial proposals from individual consultants for 28 consultancy positions as per Consultancy Services Regulations 2020 (as amended).

Preferred submission method: Electronic submission via EPADS (E-Pak Acquisition and Disposal System) portal.

Important Note: Please refer to the notice at the end regarding EPADS registration and submission flexibility.

3. Duration & Selection Process

  • Duration: 1, 2, or 3 years, depending on the consultancy role and scope.

  • Method: Open Competitive Bidding via Single-Stage, Two-Envelope Procedure

  • In accordance with:

    • Public Procurement Rules, 2004

    • PPRA Consultancy Services Regulations, 2020

    • E-Procurement Rules, 2023

  • Technical Proposal Opening:
    Same day at 11:30 A.M., in the Committee Room, AGPR Building, 2nd Floor, Sector G-8/4, Islamabad.

5. Special Considerations

  • Due to urgent system needs and expected EPADS access issues for some potential bidders:

    • Hardcopy submission of Technical & Financial proposals will be accepted, if compliant with the rules.

  • Bid Securing Declaration Form must be included in hardcopy submissions.

6. Evaluation Criteria

  • Method: Quality and Cost-Based Selection (QCBS)

  • Basis: Market-competitive lump-sum compensation, plus applicable benefits.

  • Shortlisted consultants may be invited for:

    • Interview or presentation (in person or virtual) before 4:30 PM (PST).

  • Proposals that are:

    • Conditional

    • Non-responsive

    • Submitted late
      will be rejected immediately.
