Appointment of Firm/Consultant for Post-Shipment Inspection of Laptop Computers

Under Prime Minister's Youth Laptop Scheme Phase-IV

1. Project Overview

The Higher Education Commission (HEC), Pakistan, invites sealed bids from well-reputed consultancy firms for the Post-Shipment Inspection of Laptop Computers under the Prime Minister’s Youth Laptop Scheme (PMYLS) Phase-IV.

2. Scope of Work

The selected firm/consultant will be responsible for conducting post-shipment inspection of 100,000 laptop computers to ensure quality and compliance as per the required specifications.

3. Eligibility Criteria

  • The consultancy firms must be registered legal entities in Pakistan.

  • Firms must be registered with the Federal Board of Revenue (FBR) for tax purposes.

  • The bidding firm must possess sufficient financial, technical, and human resources to complete the assignment within the given timeline after the contract is awarded.

4. Selection Methodology

  • Selection Method: Least Cost Selection (LCS) – Method-C as per PPRA Consultancy Regulations 2010.

  • Procurement Procedure: Single Stage – One Envelope as per Rule 36(a) of PPRA Rules 2004.
