CONSULTANTS REQUIRED

Developing Resilient Environment and Advancing Municipal Services (DREAMS-1)

1. Project Background

The Government of Punjab has received a loan from the Asian Development Bank (ADB) for the implementation of the project titled:

Developing Resilient Environment and Advancing Municipal Services – Phase I (DREAMS-1)

The project aims to strengthen environmental resilience and improve municipal services in selected urban areas of Punjab.

  • The Local Government and Community Development Department (LG&CDD), Government of Punjab, will act as the Executing Agency (EA).

  • Rawalpindi Water and Sanitation Agency (WASA) and Bahawalpur Waste Management Company (WMC) will serve as the Implementing Agencies (IA).

  • The Program Coordination Unit (PCU), on behalf of LG&CDD, will provide overall guidance, coordination, and oversight for the implementation and performance of the project.

2. Required Individual Consultants

To ensure effective and efficient implementation of the DREAMS-1 Project, the PCU invites qualified and experienced professionals for the following positions:

a) Renewable Energy Specialist (Solarization)

  • Location: PCU Lahore

b) Solid Waste Management Expert

  • Location: PCU Lahore

3. Recruitment Method

The consultants will be recruited in accordance with:

ADB’s Guidelines on the Use of Consultants by ADB and its Borrowers (2013, as amended from time to time)

Selection will be based on the procedures and evaluation criteria outlined in the applicable ADB consultant recruitment framework.

4. Submission of Expression of Interest (EOI)

The Program Coordination Unit (PCU), DREAMS-1 hereby invites eligible individual experts to submit their Expression of Interest (EOI).

Important Submission Details:

  • EOIs must be submitted online only through ADB’s Consultant Management System (CMS).

  • Applicants must use the official online template available in CMS.

  • Deadline for submission:
    28th February 2026
