The Forests, Parks & Wildlife Department (Procuring Agency), in compliance with the Gilgit-Baltistan Public Procurement Regulatory Authority (GB-PPRA) Rules, 2022, invites sealed proposals from eligible, reputable, and experienced Carbon Finance Consultancy Firms (single entity or consortium) to provide consultancy services for the development, registration, certification, and monetization of carbon assets from a 100 MW Solar System initiative in Gilgit-Baltistan.
The procuring agency is the provincially designated entity for carbon market projects under the national Guidelines for Carbon Market in Pakistan. The initiative aims to provide clean and reliable electricity while reducing reliance on fossil fuel-based energy sources. The government intends to pursue accreditation under internationally recognized carbon standards including:
Verified Carbon Standard (VCS / Verra)
Gold Standard for the Global Goals
Clean Development Mechanism (CDM)
International Renewable Energy Certificates (I-RECs)
Other voluntary carbon market platforms
The consultancy aims to quantify, certify, and monetize Greenhouse Gas (GHG) emission reductions from the deployment of the 100 MW solar system. Key objectives include:
Quantification, validation, and verification of GHG emission reductions.
Development and implementation of an internationally compliant carbon finance framework.
Project registration, certification, issuance, commercialization, and sale of carbon credits and/or renewable energy certificates.
Establishment of monitoring, reporting, and verification (MRV) systems aligned with applicable carbon standards.
Advisory on institutional and legal structuring for carbon revenue management.
The assignment will cover the complete carbon project cycle, including but not limited to:
Conducting pre-feasibility studies and baseline assessments.
Selection and application of appropriate carbon methodologies.
Estimation of emission reductions and financial viability analysis.
Preparation of Project Design Documents (PDDs) and all registration-ready documentation.
Liaison with Validation and Verification Bodies (VVBs), carbon registries, and I-REC issuers.
Facilitation of validation, verification, and issuance processes.
Structuring and executing commercialization strategies for sale of verified carbon credits or renewable energy certificates.
Capacity building of provincial stakeholders for sustainable carbon asset management.
Bidders (individual firms or consortiums) must meet eligibility and technical evaluation criteria as outlined in the RFP.
Supporting documents must be provided where required.
Qualify and Cost-Based Selection (QCBS) method will be used.
Issuance: Available online at the Department’s website and GB-PPRA website or from the Carbon Cell, Forests Department GB.
Deadline for obtaining RFP: February 25, 2026, by 11:00 AM
Non-refundable Fee: Rs 12,000 (mandatory if downloaded from website)
