Background

Sui Southern Gas Company Limited (SSGC) is a public limited company incorporated in Pakistan and listed on the Pakistan Stock Exchange (formerly listed on the Karachi, Lahore, and Islamabad stock exchanges). The Company is primarily involved in the transmission and distribution of natural gas across the provinces of Sindh and Balochistan.

In addition to its core operations, SSGC also undertakes related activities such as:

Manufacturing and sale of gas meters

Construction and installation of gas pipeline networks

SSGC is registered with:

Federal Board of Revenue (FBR) – for Income Tax, Sales Tax, and FED

Sindh Revenue Board (SRB) and Balochistan Revenue Authority (BRA) – for Provincial Sales Tax

Sindh Excise and Balochistan Excise Departments – for Professional Tax

Project Overview

SSGC intends to hire a qualified tax consultancy firm (either a Partnership or Sole Proprietorship) with demonstrated and substantial experience in tax advisory, compliance, and litigation concerning Federal and Provincial Direct and Indirect Taxes.

Scope of Work

The selected firm will provide standard tax consultancy services, including but not limited to:

Tax advisory services under Direct and Indirect Tax Laws

Preparation and filing of statutory statements and returns

Ensuring compliance with applicable tax regulations

Handling show-cause notices, audits, and monitoring procedures

Representation at departmental, appellate, and tribunal levels

These services will be rendered for:

Sui Southern Gas Company Limited (SSGC)

Employee retirement benefit funds

SSGC Funds Management Company

Qualification & Eligibility Requirements

Interested tax consulting entities must meet the following eligibility criteria and provide supporting documentary evidence for each:

7. Team leader with at least 20 years' tax consultancy experienceProfile on official letterhead
8. Served at least one public/energy sector client in past 2 yearsList of such clients on letterhead with duration
9. Successfully contested tax case of Rs. 500 million or more in favor of clientAppellate Tribunal/Commissioner Appeals Judgment

EOIs submitted after the deadline will not be entertained.

Important Notes

Only firms registered with PPRA for e-procurement on the EPADS system may submit EOIs.

EOI documents must be duly filled, signed, stamped, and submitted online.

Only shortlisted firms will be invited to submit detailed Requests for Proposal (RFPs).

The method of procurement will follow Quality and Cost-Based Selection (QCBS) in accordance with Procurement of Consultancy Services Regulations 2010.

SSGC reserves the right to reject one or all EOIs and annul the process without assigning any reason.
