ABOUT THE ORGANIZATION
The Center for Autism Rehabilitation and Training, Sindh (C-ARTS) is a Not-for-Profit Organization (NPO) established under Section 42 of the Companies Act, 2017. Owned by the Government of Sindh, the organization is dedicated to providing professional rehabilitation facilities for Autistic Children across the Sindh Province.


VACANCY DETAILS
C-ARTS invites applications from qualified candidates domiciled in Sindh for the following contract-based positions at its Karachi Center. Market-competitive salaries will be offered to selected candidates.


POSITION DETAILS & ELIGIBILITY CRITERIA

1. Company Secretary

  • Qualification:

    • Qualified CA / ACCA / ACMA OR

    • Member of a recognized body of Corporate or Chartered Secretaries OR

    • MBA in Finance

  • Experience: Minimum 05 years of relevant experience

  • Master’s Degree Requirement: Master’s in Business Administration (Finance) or equivalent from a recognized university/foreign institution.

  • Core Competencies Required:

    • Effectively coordinate and facilitate Board of Directors and Committee meetings, including preparation and circulation of agendas, notices, and working papers.

    • Record, finalize, maintain, and circulate minutes of meetings; ensure follow-up and implementation of Board decisions.

    • Ensure timely submission of statutory returns, filings, and regulatory documents.

    • Coordinate with Government departments, regulators, auditors, legal advisers, and other stakeholders.

    • Possess excellent drafting, documentation, analytical, and organizational skills.

    • Perform additional corporate secretarial, statutory, and governance duties as assigned by the Board or CEO.


2. Manager Internal Audit

  • Qualification:

    • Qualified CA / ACCA / ACMA / CIA with articleship completed from an ICAP-registered audit firm OR

    • MBA in Finance

  • Experience: Minimum 05 years of experience in internal auditing

  • Core Competencies Required:

    • Lead and manage the internal audit function.

    • Possess strong knowledge of auditing standards, accounting principles, and financial regulations.

    • Identify control weaknesses, financial irregularities, compliance gaps, and operational risks.

    • Provide periodic reports to the Audit Committee/Board on audit activities, findings, risk exposure, and implementation status of recommendations.

    • Assist management in strengthening internal controls, risk management, operational efficiency, asset safeguarding, accountability, and transparency.

    • Maintain independence, objectivity, integrity, and professional judgment in all audit responsibilities.


3. Manager Procurement

  • Qualification: MBA / Master’s degree from a recognized university or equivalent from a foreign institution.

  • Experience: Minimum 10 years of corporate experience

  • Core Competencies Required:

    • Lead and manage the procurement department.

    • Ensure effective implementation of Sindh Public Procurement Regulatory Authority (SPPRA) Rules, regulations, procedures, and guidelines.

    • Demonstrate strong analytical and evaluation skills for technical and financial bids.

    • Excel in contract management and vendor negotiation.

    • Possess excellent documentation and reporting skills.


4. Manager HR

  • Qualification: MBA in Human Resource Management.

  • Experience: Minimum 05 years of experience in HRM

  • Core Competencies Required:

    • Lead and manage the entire HR function.

    • Manage and supervise the preparation, verification, and timely generation of monthly payroll.

    • Develop and implement effective systems for Job Description (JD) development and employee performance evaluation (including KPIs, appraisals, and training recommendations).

    • Develop and implement HR strategies, policies, and procedures.

    • Advise management on Human Resource Planning.


5. Senior Manager Admin

  • Qualification: MBA in Management OR Bachelors in Engineering or equivalent from a foreign institution.

  • Experience: Minimum 05 years of experience in administration, operations, and maintenance of buildings, generators, solar systems, etc.

  • Core Competencies Required:

    • Possess strong facilities management skills (maintenance planning, utilities, security, support services).

    • Have a sound understanding of procurement, budgeting, basic finance, and accounting to independently coordinate with the audit department.

    • Experience in liaising with Government departments, regulatory authorities, contractors, and service providers.

    • Independently coordinate and respond to audit requirements.


6. Assistant Manager Finance

  • Qualification: ACCA / ICMA OR MBA/M.Com in Finance (ACCA finalists will be preferred)

  • Experience: Minimum 05 years of relevant experience in Finance (Articleship completed will be preferred)

  • Core Competencies Required:

    • Strong knowledge of payroll, tax laws, budgeting, financial reporting, and financial controls.

    • Coordinate with internal and external auditors; oversee the preparation, review, and finalization of quarterly/annual financial statements.

    • Proficiency in accounting software, MS Excel, and financial reporting systems.

    • Effectively respond to audit requirements.


7. Finance Assistant

  • Qualification: Bachelors in Finance / M.Com / ACCA (finalist)

  • Experience: Minimum 03 years of experience in finance

  • Core Competencies Required:

    • Prepare and maintain accounting records and financial reports.

    • Perform bank, vendor, and ledger reconciliations accurately.

    • Basic knowledge of taxation, withholding tax, and statutory compliance.

    • Ability to meet deadlines and work independently as well as in a team.
