EMPLOYMENT OPPORTUNITY AT FAISALABAD ELECTRIC SUPPLY COMPANY (FESCO)

FOR THE POSITION OF CHIEF INFORMATION TECHNOLOGY OFFICER (CITO)

1. ORGANIZATION OVERVIEW

• Organization: Faisalabad Electric Supply Company (FESCO).

• Type: A leading Public Limited Company within the power sector.

• Business: Distributing electricity to more than 5.8 million customers.

• Operational Area: Eight (08) districts of Punjab, namely Faisalabad, Chiniot, Sargodha, Bhakkar, Mianwali, Khushab, Jhang, and Toba Tek Singh.

2. POSITION SUMMARY

• Position Title: Chief Information Technology Officer (CITO).

• Reports To: Chief Executive Officer (CEO).

• Objective: FESCO is looking for a qualified professional (male or female) with an understanding of the power sector and demonstrated expertise in Information Technology. The incumbent will be responsible for ensuring the efficient and effective use of information and communication technologies at FESCO to meet corporate goals.

3. KEY SKILLS & RESPONSIBILITIES
The main responsibilities of the position include (but are not limited to):

• IT Strategy & Policy: Develop and implement IT strategy, policy, protocols, and standards that support corporate goals.

• Compliance: Ensure compliance with IT strategy and the rules of FESCO.

• Vendor Management: Oversee contract negotiations with vendors, coaches, and service providers.

• Budgeting: Develop budgets as part of corporate planning exercises.

• Departmental Management: Manage and oversee the affairs of the IT department of FESCO.

• Service Delivery: Ensure effective delivery of IT services and coordinate with other department heads.

• Stakeholder Management: Maintain effective relationships with key stakeholders of the electricity authority.

• Performance Improvement: Utilize IT developments to help improve the performance of FESCO.

• Strategic Updating: Periodically update the IT strategy, policy, protocols, and standards of FESCO and validate their alignment with the organization's requirements and external dynamics.

4. QUALIFICATION & EXPERIENCE
a) Educational Qualification:

• Essential: 16-years Bachelor Degree (Honours) in Computing/Data Analytics/Telecom/MIS/Al/Robotics/Cyber Security/Information Technology/Computer Science/Software Engineering/related field from an HEC-recognized local/foreign university.

• Preferred: MS/M.Sc. (18-years degree) in Computer Science/IT/Al/Robotics/related field, duly recognized by HEC-approved local/foreign university.

b) Experience:

• Minimum: 15 years of post-qualification experience, with at least 03 years of relevant experience at a Senior Management level role in the Public/Private Sector.

c) Core Competencies & Skills:

• Technical Knowledge: In-depth knowledge of information techniques, industry trends, systems, software, languages, and frameworks.

• Change Management: Demonstrated skills in leading complex, major changes and initiatives.

• Interpersonal Skills: Experience in change management at an organizational and inter-personal level.

• Team Management: Experience with integrating teams across multiple business units and managing a geographically dispersed and diverse workforce.

• IT Governance: Experience in designing an effective information governance framework across the spectrum of IT service delivery.

• Communication: Excellent verbal and written communication skills.

5. COMPLIANCE & ELIGIBILITY

• The candidate must comply with the Fitness and Propriety criteria as laid down under the Public Sector Companies (Appointment of Chief Executive) Rules, 2013, framed under the Companies Act 2017, and the State-Owned Enterprises (Governance and Operations) Act, 2023.

6. REMUNERATION & TENURE

• Salary: Market-based competitive salary package on a lump-sum basis.

• Tenure: The position will be filled on a contract basis, initially for a period of three (03) years from the date of appointment.

• Probation: Includes a six (06) months probation period.

• Extension: The contract is further extendable by the Board subject to satisfactory performance based on performance appraisal/achievement of KPIs.

• Regularization: The incumbent shall not be entitled to regularization at any stage under The Government Rules.

7. AGE LIMIT

• Maximum Age: Should not be more than fifty-seven (57) years as of the closing date.

  1. Copy of a detailed, updated CV.

  2. Copies of Degrees, Educational Certificates & Testimonials issued by HEC-recognized University/Institutes/Professional Bodies or Associations, whichever is relevant, along with all experience letters issued by the organizations (duly verified by the concerned organization).

  3. Copy of CNIC and a recent photograph.

  4. A declaration on a non-judicial stamp paper of the requisite value (as per Schedule-II of the Civil Laws) that prescribes that he/she is not ineligible for appointment in accordance with the requirements of fit and proper criteria and the relevant provisions of the Schedule-II to the State-Owned Enterprises Act 2023 and the Companies Act 2017.

9. OTHER CONDITIONS / INSTRUCTIONS

2. Candidates already working in Govt./Semi-Govt./Autonomous Public Organizations can also apply through the proper channel along with a NOC from their department issued on its Letter Head.

3. In case a Govt. Servant is selected, they shall be required to resign from their parent employment or seek early retirement before joining FESCO.

4. Candidates shall be required to produce all original documents at the time of the interview.

5. FESCO reserves the right to withhold the process at any stage without assigning any reason.
