CHIEF EXECUTIVE OFFICER (CEO)

Pakistan State Oil Company Limited (PSO), the nation’s largest energy company and flagship State-Owned Enterprise (SOE), invites applications from exceptionally qualified and accomplished professionals for the position of Chief Executive Officer (CEO).

The successful candidate will provide visionary leadership to drive commercial success, ensure operational excellence across PSO’s nationwide supply chain, and deliver strategic oversight of PSO’s subsidiaries and strategic investments, ensuring alignment, growth, and long-term value creation for the Group.

Role Overview

The Chief Executive Officer will lead PSO into its next phase of growth and transformation. The role carries overall responsibility for the company’s commercial performance, operational efficiency, financial stewardship, and strategic direction, with the core objective of maximizing shareholder value while advancing the transition toward sustainable energy solutions.

The CEO is expected to be a dynamic, decisive, and results-oriented leader, capable of navigating Pakistan’s evolving domestic and international energy landscape. The position requires close engagement with the Federal Government, Board of Management, executive leadership team, and key stakeholders to address sector-wide financial challenges, spearhead diversification initiatives, and strengthen PSO’s long-term resilience.

Educational Qualifications

Candidates must possess at least a graduate degree (minimum 16 years of education) from a HEC-recognized university or institution in one or more of the following disciplines:

• Engineering

• Marketing

• Commerce

• Economics

• Energy

• Management

• Finance / Accounting

• Business Administration

• Public Administration

• Law

• Membership of a recognized professional accounting body

A postgraduate degree will be a strong advantage. A degree from a recognized foreign institution will be considered an added benefit.

Professional Experience

• Minimum 20+ years of progressive professional experience, preferably in a large national or multinational organization

• At least 10 years of demonstrated experience in one or more of the following:

  • Governance, business administration, finance, commerce, marketing, or related fields in commercially oriented organizations

  • Serving as Chief Executive or in senior management roles (preferably one level below CEO/MD) in organizations with commercial attributes

  • Serving as a member of a governing body of a professional institute or as a Head of Department

• Must have directly generated annual profits of at least PKR 1 billion

• Demonstrated expertise in sales and marketing within the oil or related industries, particularly those reliant on nationwide distribution networks, will be considered a significant advantage

• Relevant energy sector experience will be an added benefit

• Nationality: Pakistani

• Age Limit: Between 45 and 62 years as of the application closing date

Additional Information

• The selected candidate will be appointed on a performance-based, non-extendable contract for a period of three (03) years

• At the conclusion of the term, the candidate may reapply through an open competitive process in accordance with:

  • SOE Act, 2023

  • SOE Ownership and Management Policy, 2023

  • C-Level Appointments Guidelines, 2024

• The position is based in Karachi
