SITUATIONS VACANT

Applications are invited for the following positions under the Project Coordination Unit of the PSDP project titled “Jinnah Medical Complex & Research Center Company”, operating under the Ministry of NHSR&C, Islamabad. The appointments shall be made for a period of three (03) years, or until the completion of the project, whichever comes earlier. Positions are offered on market-based salaries.


1. Chief Executive Officer (CEO)

  • Age Limit: 50 – 60 years

  • Educational Qualification:
    Master's degree in one of the following or a related field:

    • Business Administration

    • Economics

    • Construction Management

    • Engineering

    • Public Policy

    • Development Studies

  • Experience:

    • Minimum 20 years in senior leadership roles, preferably in the public sector

    • Proven track record of managing at least one large-scale mega construction project and social development projects

    • Demonstrated ability to lead complex, multi-disciplinary teams

    • Significant experience in financial planning, capital funding, and risk management

    • In-depth understanding of project management methodologies, construction contracts, and regulatory compliance

    • Experience in the health sector will be given preference

  • Key Skills and Competencies:

    • Strategic leadership and decision-making

    • Strong financial acumen

    • Knowledge of public sector governance frameworks

    • Ability to deliver large-scale projects on time and within budget

    • High-level communication and stakeholder management skills


2. Company Secretary

  • Age Limit: 45 – 55 years

  • Educational Qualification (any one of the following):

    • Member of a recognized professional body (e.g., ICAP, ACCA)

    • Member of a recognized body of corporate or chartered secretaries (e.g., ICSP, ICSA)

    • Master's degree in Business Administration, Finance, Commerce, or equivalent qualification from an HEC-recognized institution

    • Law graduate

  • Experience:

    • Minimum 11 years of relevant experience

    • Thorough understanding of:

      • Companies Act, 2017

      • State-Owned Enterprises (Governance and Operations) Act, 2023

      • Public Sector Companies (Corporate Governance) Rules, 2013

  • Key Skills and Competencies:

    • Expertise in corporate governance and regulatory compliance

    • Legal drafting, documentation, and communication proficiency

    • Strong leadership, professionalism, and confidentiality

    • Ability to manage workload under pressure and meet deadlines
