1. Organization Overview

Water and Sanitation Services Company Mardan (WSSCM) has been established by the Government of Khyber Pakhtunkhwa for the District of Mardan and formally registered under Section 42 of the Companies Ordinance 1984. The company is managed by a Board of Directors with representation from both the public and private sectors.

WSSCM has been designed to provide aggregated, corporatized, and modern water and sanitation utility services. Its core mission is to ensure unremitting drinking water, sanitation, and solid waste management service delivery to the residents of the urban union councils of Mardan city.

2. Position Summary

The Board of Directors (BoD) of WSSCM is looking to hire the services of a disciplined, dynamic, energetic, and committed senior professional to lead the company to the next orbit of performance and service delivery to its stakeholders.

3. Qualification and Experience Requirements

Candidates applying for the post must meet the following criteria:

A. Educational Qualifications:

• B.Sc. Engineering in Civil, Electrical, or Mechanical Engineering, OR

• Masters in Environmental Engineering

• Degree must be from an HEC-recognized university or institute.

B. Professional Experience:

• Overall: 15 years of post-qualification experience relevant to the role in a public or private organization.

• Management Level: Experience as Head of Department (HoD) or at a Senior Management level.

• Leadership: Minimum 3 years of experience in a leadership position.

• Preference: Will be given to candidates with experience in Water & Sanitation (WATSAN) or Municipal Services.

• International Exposure: Prior working experience in an international organization or similar entity is preferred.

C. Core Competencies & Skills:

• Good working knowledge of Information and Communication Technologies (ICT).

• Excellent communications skills with a proven ability to work as a team player.

• Demonstrated leadership abilities.

• Strong problem-solving skills and experience in proactively identifying and addressing issues.

• Sectoral and organizational awareness, including an understanding of the Government's role as a key shareholder and knowledge of the statutory responsibilities of a company's Chief Executive.

• Demonstrated leadership skills in the corporate sector, particularly in 'creating value' in a professional environment.

• Strong interpersonal skills.

• Result-oriented, with the ability to put in place effective business plans based on developed sustainable strategies.

• High proficiency in computer software use.

4. Age Limit

• The candidate should preferably not be more than Fifty-Seven (57) years of age at the time of appointment.

• Note: The Board of Directors may relax the upper age limit in exceptional circumstances, considering the professional experience and suitability of the candidate.

5. Salary Package

• Salary will be offered as per company policy, depending upon the candidate's qualifications and experience.

6. Terms and Conditions

A. Application Submission:

1. Applicants are required to clearly mention the name of the applied position (CEO) on the envelope.

B. Required Documents:
Applicants shall submit the following along with their application:

• Duly completed Application Form prescribed under Annexure "A" of the Public Sector Companies (Appointment of Chief Executive) Guidelines, 2015, issued by the Securities and Exchange Commission of Pakistan (SECP).

• Prescribed Declaration in the format given at Annexure "B" of the said SECP Guidelines.

• Copy of CNIC.

• Domicile certificate.

• Educational documents (degrees/certificates).

• Experience certificates.

C. Organizational Policies & Authority:

6. Organization Policy shall be followed for recruitment against the above post.

7. Candidature shall stand cancelled at any stage if any information or document provided by the candidate is found to be fake or misleading.

8. The competent authority reserves the right to cancel/reject any application or not to fill any post, or to fill more or less than the advertised post(s) at any stage.

9. In case of any ambiguity, dispute, or issue arising at any stage of the recruitment process (including but not limited to screening, evaluation, shortlisting, testing, or interviews), the final decision-making authority shall vest with the Board of Directors & HR Internal Committee. Their decision shall be considered final and binding on all candidates.

10. The final selection, evaluation, merit determination, and shortlisting of candidates shall be carried out strictly in accordance with the Organization's HR Manual, applicable rules/policies, and directions of the HR Internal Committee and Board of Directors.

D. Selection Process:

11. Only shortlisted candidates shall be called for a test and interview.

12. Shortlisted candidates will be invited for a presentation/interview.

13. No TA/DA shall be admissible.
