CAPITAL DEVELOPMENT AUTHORITY (CDA) – ISLAMABAD

ADVISORY SERVICES FOR NEWLY ESTABLISHED ISLAMABAD WATER UTILITY

1. The Need

The Capital Development Authority (CDA), Islamabad intends to hire Advisory Services for the newly established Islamabad Water (Water & Sewerage Utility).
This new entity will be responsible for the planning, design, operation & maintenance (O&M), repair & maintenance (R&M), and overall development of Islamabad’s water supply, sewerage, and drainage systems.

The initiative is intended to:

  • Enhance service delivery

  • Ensure efficient resource management

  • Support long-term infrastructure and urban resilience of Islamabad

2. Scope of Advisory Services

The advisory services shall cover (but are not limited to) the following key areas:

  1. Institutional & Operational Framework Development

  2. Organogram Finalization

  3. Strategic Policy Development & Regulatory Compliance

  4. Master Plan Development Assistance

  5. Financial Resource Mobilization & Investment Strategy Design

  6. Modernization & Technological Integration:

    • SCADA systems

    • GIS-based mapping

    • IT solutions

    • Paperless working

    • Asset management

    • Smart metering

  7. Capacity Building & Workforce Development

  8. Performance Monitoring & Service Delivery Enhancement

  9. Stakeholder Engagement & Institutional Collaboration

  10. Financial Sustainability & Revenue Generation:

    • Tariff structure recommendations

    • Monthly billing models

    • Revenue generation strategies

    • Cost recovery & outsourcing

  11. Online Complaint Monitoring System Development

  12. Organization of Donor Conference for Financial Opportunities

3. Required Advisory Team

Position 1: Technical Advisor

Education B.Sc./B.E. in Mechanical/Civil Engineering (HEC & PEC recognized)
Master's in Sanitary/Water Engineering or Management
Registration Must be registered with PEC
Maximum Age 65 years
Experience Minimum 30 years in Water & Sanitation Utilities
Minimum 10 years in leadership/management roles
Successfully completed projects of Rs. 1 billion+
Skills Required Communication, problem-solving, analytical & negotiation skills
Project Management expertise (Planning, Organizing, Budgeting, Execution)
Proficiency in MS Office & Primavera
Team leadership abilities

Position 2: Associate Advisor
