Project Background:

The Government of the Islamic Republic of Pakistan has received a loan (No. 3837-PAK) from the Asian Development Bank (ADB) to support the Social Protection Development Project (Additional Financing). The Benazir Income Support Programme (BISP) intends to utilize a portion of this loan to hire individual national consultants for its Communication and Information (CI) Wing.

Purpose of the EOI:

BISP invites Expressions of Interest (EOI) from qualified and experienced individual national consultants, authorized to work in Pakistan. Interested candidates must submit their CVs and relevant documentation to demonstrate their eligibility and qualifications in line with the criteria mentioned below.

Short-listing Criteria:

1 Regional Outreach Coordinator (Balochistan) - Bachelor’s or Master’s in Mass and Media Communication, Journalism, Public Relations, or related fields.
- PhD in Mass Communication (foreign university preferred).
- Minimum 10 years of experience in a senior media management role within government, international agency, or large NGO.
2 Regional Outreach Coordinator (Federal Area/AJK) - Strong understanding of media relations, crisis communication, and strategic communication planning.
- Proficiency in English and Urdu, with excellent verbal/written communication skills.
- Demonstrated leadership and team management skills.
- Experience in digital media and online engagement is an asset.
- Knowledge of poverty alleviation and social protection issues is desirable.
