Public Private Partnership Support Facility (PSF) is a not-for-profit public-sector company fully owned by the Government of Sindh and registered under Section 42 of the Companies Act, 2017. PSF aims to strengthen the Sindh Public Private Partnership (PPP) framework and is seeking competent professionals for the following positions:
The Chief Executive Officer will lead the organization’s corporate strategy within the Sindh PPP framework, as guided by the Board. The position is responsible for the effective management of risks associated with PPP projects and the Viability Gap Fund (VGF).

Member of a recognized body of professional accountants (ICAP/ICMAP/ACCA, etc.) OR
Master’s degree (preferably in Accounting, Finance, Economics, Business Administration, Investment Management, Project Development, Corporate Finance, or a related field).
Minimum 12 years of relevant work experience in either the private or public sector.
Experience in leading similar organizations or in project/corporate finance, investment advisory, consulting, or design/development institutions.
Government officers with relevant experience in public sector organizations or autonomous bodies are also eligible to apply.
Strong understanding of public policy and market issues related to infrastructure and urban services sectors.
Proven knowledge of PPP structuring, development, financing, and operations.
Understanding of capital and debt markets, as well as regulatory and institutional frameworks.
Hands-on experience in project finance and PPP transactions—from project inception to closing.
Familiarity with PPP projects in various sectors such as energy, water and wastewater, waste management, transport, health, education, and roads/highways.
Knowledge of land acquisition, resettlement, and environmental management issues.
Proven leadership skills with the ability to manage and motivate multidisciplinary teams.
Experience developing relationships with government bodies, PPP units, and multilateral donor agencies.
Excellent communication and interpersonal abilities.
The CFO & Company Secretary will lead PSF’s financial management and strategic planning functions. The role ensures fiscal discipline, regulatory compliance, and sustainable growth while maintaining high governance standards. Responsibilities include financial reporting, budgeting, taxation, payroll, investment management, policy formulation, and compliance with corporate laws.

Master’s degree in Finance/Accounting from a Higher Education Commission (HEC)-recognized university.
Professional accountants: Minimum 5 years of relevant experience.
Master’s degree holders: Minimum 10 years of relevant experience, including at least 3 years in a managerial position in a corporate environment.
Familiarity with financial systems, progress reporting, and audit requirements for public sector organizations and multilateral agencies.
Strong knowledge of corporate laws and public-sector financial regulations.
Oversee the complete financial management cycle, including accounting policies, internal controls, cash flow, investments, and asset management.
Lead financial planning, budgeting, and audit processes.
Strengthen financial systems for accuracy, transparency, and control.
Prepare and present financial statements and reports in full audit compliance.
Provide financial analysis and insights to support decision-making and strategic planning.
Ensure full corporate compliance as Company Secretary (board proceedings, filings, and regulatory submissions).
Oversee payroll, taxation, and investment matters, ensuring compliance with all relevant authorities.
Manage relationships with auditors, banks, regulators, and government bodies (SECP, FBR, etc.).
Supervise administrative, procurement, and HR functions.
Demonstrate strong communication, leadership, and stakeholder management skills.
