Punjab Introduces Cambridge-Style Exam Reforms Across All Boards

In a significant move to modernize the academic evaluation system, the Punjab government has decided to implement large-scale reforms aimed at improving the assessment of students’ abilities, conceptual understanding, and analytical thinking. Acting upon the directives of Chairman Task Force Mazamil Mehmood, the initiative has officially been launched across all educational boards in Punjab, marking one of the most comprehensive overhauls of the examination structure in recent years.

Introduction of a New Cambridge-Style Paper Pattern

According to official sources, the new examination pattern will follow a Cambridge-inspired structure, designed to test students at multiple cognitive levels. The revamped question papers will be developed with clear divisions of difficulty, ensuring a balanced and fair assessment method across subjects.

Under the new structure:

  • 40 marks will be allocated to easy, basic-level questions

  • The next stages will consist of 10 marks each for medium and higher-difficulty questions

  • The overall paper design aims to enhance critical thinking, analytical reasoning, and problem-solving abilities

Officials confirmed that this reform is intended to replace the outdated memory-based assessment system currently practiced in schools and colleges, shifting the focus entirely toward conceptual clarity and higher-order thinking.

Training of Paper Setters Through Cambridge

One of the key components of the reform is the mandatory training of paper setters. All individuals responsible for preparing examination papers will receive professional training directly through Cambridge, enabling them to design questions aligned with international assessment standards.

Sources revealed that during the first year of the transition, many paper setters continued preparing papers using the old methodology due to the lack of proper training. However, the new decision ensures that every board will have trained personnel before the pattern is fully implemented nationwide.

The training program will include:

  • Workshops on designing multi-tier difficulty questions

  • Guidance on assessing analytical and conceptual skills

  • Exposure to global assessment practices

  • Strict evaluation criteria for paper setters before certification

These efforts aim to create a pool of professionally trained examiners capable of adopting and sustaining the modernized system.

Agreement With Cambridge to Be Finalized Soon

Speaking about the reforms, Chairman Task Force Mazamil Mehmood stated that the Punjab government is preparing to sign an official agreement with Cambridge to ensure systematic and long-term implementation. Once finalized, the contract will enable all Punjab educational boards to operate under a standardized examination framework.

Mehmood emphasized that the shift toward an international-style assessment system is crucial for improving the overall quality of education in Pakistan. According to him, students in Punjab deserve an examination structure that tests real understanding rather than rote memorization, and these reforms are a significant step in that direction.

He further noted that the phased implementation will allow boards to gradually adapt to the new model without disrupting ongoing academic schedules.

Why the New Examination System Matters

The current examination system in many parts of the country has long been criticized for promoting rote learning, reducing creativity, and failing to prepare students for global academic standards. Education experts have repeatedly argued that Pakistan needs a system that emphasizes comprehension, application, and evaluation—skills necessary to compete internationally.

The new Cambridge-style paper pattern addresses these gaps by:

  • Encouraging concept-based learning instead of memorization

  • Improving analytical and critical thinking

  • Increasing transparency and fairness in assessments

The Punjab School Education Department, along with relevant educational authorities, has already initiated the reform process across all boards, including:

  • Lahore Board

  • Rawalpindi Board

  • Gujranwala Board

  • Multan Board

  • Faisalabad Board

  • Bahawalpur Board

  • Sargodha Board

  • DG Khan Board

  • Sahiwal Board

Each board has been instructed to fully comply with the requirements of the new paper pattern and training protocols. Board chairpersons will be held responsible for ensuring strict adherence to the guidelines.

The decision to revamp examination standards comes at a time when the province is undergoing several administrative and policy-based improvements. In parallel developments, fluctuations in global petroleum prices have once again affected fuel rates within the country, adding pressure on financial planning for educational institutions. However, officials maintain that education reforms will continue uninterrupted.

The introduction of a Cambridge-style examination format marks a historic step toward raising the academic standards of Punjab’s education system.
