The Khyber Pakhtunkhwa (KP) Government has decided to hire fresh graduates to supervise the upcoming matriculation examinations . The initiative, spearheaded by the Elementary and Secondary Education Department, aims to resolve a long-standing issue where teachers were forced to abandon classrooms to serve as exam invigilators.

The decision marks a significant shift in examination management for the province, ensuring that academic delivery in government schools remains uninterrupted while also providing temporary employment opportunities for unemployed youth.

A New Hybrid Model for Exam Invigilation

According to the new plan, half of the invigilation staff for the matric exams scheduled to commence on March 30 will consist of recently graduated college and university students. The remaining half will continue to be drawn from the teaching faculty.

Officials believe this hybrid model will strike a crucial balance. For years, government schools faced disruptions during examination seasons, as a significant number of teachers had to leave their classrooms to perform invigilation duties at examination centers, often located at different schools.

Mohammad Khalid , Secretary of Elementary and Secondary Education, explained the rationale behind the move. “This decision will significantly reduce student waiting time in government schools,” he stated. Previously, students often faced delays or a lack of instruction because their teachers were occupied with exam duties. By introducing fresh graduates into the system, the department aims to ensure that teaching schedules remain unaffected during the examination period.

Transparent Selection Through Technology

To facilitate the hiring process, the Peshawar Board of Intermediate and Secondary Education (BISE) developed a dedicated mobile application. The app allowed fresh graduates to apply for the temporary positions and upload their educational credentials seamlessly.

The response from the youth was overwhelming. According to official data, approximately 6,200 graduates submitted their applications for the coveted positions. To ensure transparency and merit, the board conducted a computerized draw . From the applicant pool, 1,250 graduates were ultimately selected.

To maintain the integrity of the examination system, applicants were required to submit a character certificate from their respective universities or colleges, ensuring that only individuals with a verified background were entrusted with examination duties.

Training and Remuneration

Recognizing that invigilation requires a specific skill set and knowledge of examination protocols, the board arranged specialized training workshops for the selected candidates.

Inamullah Shah , Controller at BISE Peshawar, noted that the training sessions were crucial to familiarize the graduates with their duties. “We ensured that every selected graduate understands their responsibilities within the examination halls,” he said. “From seating arrangements to the prohibition of unfair means, they have been thoroughly briefed.”

The financial package offered to the graduates is designed to be attractive, reflecting the responsibility they will shoulder. Each graduate will receive Rs 1,500 per paper . Given the examination schedule, a selected invigilator has the potential to earn approximately Rs 30,000 over the course of the matric examination period.

Ensuring Accountability

While the initiative opens doors for youth, the department has also established strict oversight mechanisms to prevent malpractice. Focal persons—comprising principals and vice-principals from various districts—have been nominated to verify documents and assess the physical fitness of the graduates.

The authorities have made it clear that there will be zero tolerance for any violations. Any discrepancies found in documentation or conduct will be reported to the board immediately. Officials warned that disciplinary action, including the filing of First Information Reports (FIRs), will be taken against invigilators found involved in any form of examination malpractice or unfair means.

A First-of-its-Kind Initiative

This approach is being hailed as a first-of-its-kind initiative in Khyber Pakhtunkhwa . It addresses multiple issues simultaneously: it retains teachers in classrooms where they are most needed, provides gainful temporary employment to educated youth, and offers fresh graduates hands-on administrative experience.

The move is particularly timely given the increasing focus on improving literacy and education quality in the province. By ensuring teachers are not pulled away from their primary duties, the KP Government hopes to minimize learning losses that typically occur during the annual examination season.
