Haier to Supply 200,000 Laptops for Phase 2 of PM Laptop Scheme

The second stage of Laptop Scheme of Prime Minister has been propelled along with the grant of contract to the successful purchaser for provision of 200,000 laptop-cum-tablets to the students of university.

Chairman of Higher Education Commission (HEC) Dr Mukhtar Ahmed has proclaimed this during a press conference on Wednesday. The chairman esteemed the Transparency International, National Accountability Bureau (NAB), and Public Procurement Regulatory Authority (PPRA) as well a sthe related technical committees for their contribution and also the regulation during the complete procedure. M/s. Haier Electrical Alliance Corp. China has won this contract.

He said that under the supervision of this latest grant, the 2-in-1 laptop-cum-tablet will be distributed from November 2015. The company will teach THE engineers and will also arrange the performance testing laboratory in Pakistan. Students getting these laptops will have 170 Microsoft Licensed software and also the entree to digital library.

Providing the details of the grant, the HEC chairman said that tender was publicized on 12^th April 2015 along with the submission as well as the opening date of 12^th May 2015. Pre-bid meeting along with the potential bidders was held on 21^st April 2015. First allowance in bid submission as well as the opening date was given till 26^th of May whereas second extension in bid submission and opening date was given till 9^th June 2015. Though, the tender was opened on 9^th June 2015.

Dr. Mukhtar said one bidder M/s Haier Electrical Appliances Corp. China submitted its bid. Technical proposal of the submitted bid was opened and handed over for technical evaluation. The Technical Committee visited the local assembling facility at Haier Industrial Park, Lahore and recommendations of Technical Committee were forwarded to the Tender Committee. The Financial Bid was opened on July 8, 2015.

The HEC chairman also claimed that the comparison of market price was done through an independent committee of IT expert regulated through a vice chancellor as well as the experts from different universities. Resultantly, the tender was granted to M/s Haier Electrical Alliance Corp. China.
