Islamabad: The future of approximately 200 law aspirants has been put at stake after the Islamia University of Bahawalpur (IUB) cancelled the affiliation of their college.

As per the document, almost 209 students got registered in Islamabad Law College which is located on Kashmir Highway sector G-12, Islamabad to chase 3 years LLB degree program. At the time of their admission, the college was affiliated along with Islamia University Bahawalpur. Though, afterwards, the Vice Chancellor Dr Qaiser Mushtaq refused to approve the affiliation of law college along with the university.


“The Islamia University Bahawalpur never announced the Islamabad Law College as its affiliated educational institute,” he said.


As per the documents, Islamia University Bahawalpur had been conducting LLB exams for the students of Islamabad Law College since 2011. The system continued till 2016. Though, after conducting LLB first year exams for 209 aspirants of college in 2016, the IUB hold back their results.

The vice chancellor of university Dr Mushtaq said that it was because of the fact that the Islamabad High Court (IHC) had given its decision against the management of college which had got stay orders in the past.

As per the fee and registration slips, every student paid almost Rs 60,000 to the university and college. Every student paid Rs 11,000 as the registration fee along with the IUB and Rs 50,000 as the tuition/admission fee.

The aspirants claimed that their career drooped in the balance because of the bickering among the college and Islamia University Bahawalpur.

“Last month in October, the university had also issued the exams schedule for Part-2 and part-3, going to be held In November. But, we will not be appear in it because of the postponement of our first year results,” they added.

They feared that their academic year will be wasted if there was any more delay in this regard. They furthermore blamed the Higher Education Commission (HEC) for taking no step to solve this matter. The aspirants threatened that they will have no choice but to go on protest against the commission, the university and also the other departments if the issue was not sorted out.

A representative of Islamia University Bahawalpur said that the institute had refused further affiliation along with the college after 2015 as it had failed to get a no objection certificate (NOC) from the federal education ministry and the higher education commission.

“The college went to the Islamabad high Court and got a stay order. The aspirants of law program were permitted to appear in the exams conducted on October 19, 2016. Later, on February 2, 2017, the court dismissed the plea of the college by announcing it illegal. Afterwards the varsity did not declare the result,” he added.

Getting an earlier approval from Accreditation Councils is compulsory to run any professional degree programmes.

Though, according to the sources of higher education commission, the Islamabad Law College had failed to meet this requirement and had not got any permission from the Pakistan Bar Council.

There are nine councils including PBC, Pakistan Council for Architects and Town Planners (PCATP), Pakistan Engineering Council (PEC), Pakistan Medical and Dental Council (PMDC), Pakistan Nursing Council (PNC), Pakistan Pharmacy Council (PCP), Pakistan Veterinary Medical Council (PVMC), National Council for Homoeopathy (NCH) as well as National Council for Tibb (NCT).

All these councils allow to launch a programme.

The sources of higher education commission also said that college had been permitted provisionally to run an LLB programme on the only condition that it will meet all needed requirements.

But another official at higher education commission said that it was unfair to withhold the results of aspirants after they were permitted to take an exam.
